Job Specifics
Duties Description Under the general direction of an Associate Director of Human Resources, the Human Resources Specialist 2 will perform the following essential functions:
• Provides oversight of the Department’s Personnel Transactions and Payroll Units, coordinates the activities of these units, providing direction to the unit supervisors and act as agency liaison with Business Services Center.
• Represents the Department at meetings and conferences on personnel administration matters and the resolution of specific problems or proposals.
• Must be able to communicate, both verbally and in writing with internal and external customers such as program managers, department employees, control agencies and vendors.
• Provide information to employees and managers on transaction and payroll matters, , benefit plans, and collective agreement provisions.
• Conduct verifications of employment.
• Evaluates staff performance to ensure consistent application of established policies and procedures.
• Ensure timecards are submitted appropriately each pay period. Keep informed about changes in tax and deduction laws that apply to the payroll process.
• Perform administrative, contract analysis, quality assurance, training, communication, and other related duties, providing management with information, research, recommendations, and expertise in these areas.
• Responsible for HR system data integrity and access. Reviewing regularly to ensure the data is accurate and auditing user access to ensure appropriate securities are maintained.
• Responds, both orally and in writing, to sensitive or complex matters concerning employee benefits and payroll issues.
• Oversees activities relating to special projects initiated by internal and external directives.
• Meets the department's time and attendance requirements.
Minimum Qualifications The ability to fill this/ these position(s) is subject to DOB guidelines for processing personnel transactions. Note: A budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same Department or to change line items within the same funding source; or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
