Job Specifics

Duties Description The HPA 1 will work on the Cost Allocation Team within the Bureau of Staffing, Operations & Support, Office of Health Insurance Programs (OHIP). Key responsibilities include: Compile, validate, and analyze Personnel Services (PS) and Non-Personnel Services (NPS) cost allocation datasets to support accurate budget reporting, federal claiming, and management oversight; Develop standardized reporting outputs (dashboards, tables, and narrative summaries) that explain spending patterns, funding distributions, and compliance status across cost allocation categories; Review contract and vendor financial support (invoices, payment records, documentation) to verify completeness, reasonableness, and alignment with cost allocation and reporting requirements; Analyze Time Distribution System (TDS) outputs and payroll-related submissions to validate underlying inputs, identify coding inconsistencies, and confirm reasonableness of claiming distributions; Document analytic methods, assumptions, calculations, and exceptions in a clear, audit-ready format to support internal controls, financial reporting cycles, and federal review readiness; Research and summarize CMS guidance and administrative claiming policy to support consistent application of rules in budgeting, reporting, and operational decision-making; Coordinate with OHIP divisions, NYSDOH offices, and partner agencies to obtain, reconcile, and resolve data required for cost allocation reporting, claiming, and budget monitoring; Provide technical assistance on data standards, documentation expectations, and reporting requirements to improve data quality and reduce rework across the claiming lifecycle; Support CMS communications under management direction by organizing analytical support, responding to data questions, and preparing documentation needed for follow-up or clarification; Maintain and update TDS reference materials (inventory, definitions, and business rules) and use trend analysis to recommend improvements that strengthen coding consistency and reporting accuracy; Support APD preparation by assembling, validating, and summarizing PS/NPS cost allocation data, producing required schedules, and supporting the development of budget and funding narratives; Perform other related duties as assigned, consistent with the Health Program Administrator 1 title.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, SG-23. OR: New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, SG-23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Demonstrated experience compiling, validating, and analyzing financial and operational datasets (PS/NPS costs, invoices, payments, payroll/TDS outputs) to support reporting and budget monitoring; Proficiency with Excel-based analytics and reporting (advanced formulas, pivots, lookups, data validation), and familiarity with data visualization or reporting tools (e.g., Power BI) preferred; Experience preparing documentation and supporting schedules for APDs, budgets, fiscal reports, or similar submissions requiring defensible source support.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
