Job Specifics

Minimum Qualifications Positions may be filled as a Civil Engineer 1, SG 20, or at the Junior Engineer level, SG 15.

Appointees to the Junior Engineer level, who satisfactorily complete probation and obtain an Engineer In Training (EIT) Certificate during their first year of service, will be advanced to a Civil Engineer 1, SG-20, without further examination.

To be considered for a permanent appointment, candidates must be reachable from the current eligible list; OR be eligible for reassignment; OR be eligible for transfer in accordance with Civil Service Law; OR otherwise be eligible via possession of the EIT Certificate.

In the event that a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next appropriate competitive examination and be reachable on the resultant eligible list in order to be considered for a permanent appointment.

Duties Description Junior Engineer/Civil Engineer 1 (JE/CE1) positions are found throughout DOT in a variety of programs. Under the direction and supervision of a licensed professional engineer, incumbents perform a variety of duties depending on assignment.

When assigned to Construction, typical duties will include, but are not limited to:

Demonstrate a strong commitment to safety and work to instill a strong safety commitment for Construction Group staff;
Provide guidance and assistance for safety and work zone traffic control related issues to all Construction Group staff;
Provide training in safety, WZTC, and other safety related issues;
Liaison with outside agencies, other Department Groups, and utility organizations. Participate in health, safety and WZTC related committees, and is to become a member of the Central N.Y. Damage Prevention Council;
Collect, review, and process construction related accident forms, data and reports, and manage the Regional Construction Accident Reporting Program (CARP);
Provide Quality Assurance reviews of on-site work activities, and roadway Work Zone Traffic Control for all construction projects to ensure a safe work environment for the public, contractors' workers, and Department construction inspectors;
Develop Tailgate Safety Meetings for Construction Group employees; and
Review and comment on contractor Health and Safety Plans.
When assigned to Planning, typical duties will include, but are not limited to:

Develop and manage Capital projects and oversee local projects;
Prepare scoping and design approval documents;
Review traffic impact studies and perform traffic forecasts/modeling and capacity and Level-of-Service (LOS) analysis; and
Perform/review access management studies.
While positions are being filled for specific program areas, CE1s/JEs may be assigned to various program areas throughout their employment based on operational need. Occasionally, incumbents may also be called upon to support department needs in other locations. Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet any travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation.
