Duties Description OMH has recently formulated and released the “Maternal Mental Health Recommendations Report” and is expanding its implementation of the Psychiatric Collaborative Care Model (CoCM) into maternal mental health through new programs in obstetrics/gynecology (OB/GYN) and family medicine practices across New York State. CoCM is the most evidence-based model for integrating behavioral health services into physical health care settings. In the perinatal population, implementation of CoCM is associated with reductions in depression severity and increases in depression remission, which result from higher rates of perinatal depression screening and treatment from obstetric clinicians. Because untreated depression in a pregnant person poses significant risks to the health of the baby such as premature birth, low birth weight, and future behavioral disturbances, this initiative is core to OMH’s mental health prevention efforts. This initiative further supports OMH’s mission at large through the coordination and provision of evidence-based, treatment-to-target integrated care to patients.

The New York State Office of Mental Health (OMH) seeks a qualified candidate to fill a Mental Health Program Specialist 1/Trainee position for Maternal Mental Health within the Office of Prevention and Health Initiatives (OPHI). The position will report to, and provide direct support to, the Mental Health Specialist 3, Maternal Mental Health Implementation Specialist.

The candidate will have primary responsibilities in advancing OMH’s agency-wide maternal mental health initiative including performing professional, administrative, and technical tasks to assist in the 1) developing, reviewing, implementing and monitoring the portfolio of maternal mental health programs including collaborative care, 2) planning and directing implementation activities through interagency and intra-agency collaboration, and 3) conducting and supervising relevant implementation activities.

DUTIES DESCRIPTION

• Assists in the overall implementation, evaluation, and monitoring of OMH’s new Maternal Mental Health initiative.

• Conducts reviews for compliance and ensures that maternal mental health programming is consistent with OMH service priorities and guidelines.

• Gathers and analyzes information related to maternal mental health program operations, service utilization and management, fiscal and human resources, and/or clinical and quality of care statistics; identifies and reports problem areas, compliance issues, or gaps in services; and assists in the development of corrective action plans as needed.

• Provides feedback and recommendations concerning the development or expansion of program initiatives and policy implementation.

• Provides information and technical assistance to local agencies, providers, and other parties on maternal mental health best practices, guidelines, regulations, or compliance issues; and may participate in providing related trainings.

• Conducts relevant research and responds to time-sensitive queries relevant to the maternal mental health / collaborative care landscape.

• Prepares, administers, and modifies as needed the maternal mental health collaborative care program’s work plans to track program outcomes and deliverables.

• Develops administrative and programmatic guidelines and tracks project deadlines ensuring completion.

• Ensures relevant and timely inter- and intra-agency collaboration to support implementation activities including the convening and facilitating of relevant stakeholder groups.
• Drafts informational communications based on empirical evidence relevant to maternal mental health for internal and external use.

• Provides project management support as needed to ensure the appropriate supervision and support of maternal mental health initiatives.

Minimum Qualifications Non-competitive (NYHELPS):
Mental Health Program Specialist Trainee 1 ($57,764): A bachelor's degree in biology and all sub-specialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education.

Mental Health Program Specialist Trainee 2 ($63,994): A bachelor's degree in the related fields listed above and one year of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

Mental Health Program Specialist 1 (Journey Level) ($70,951): A bachelor's degree in in the related fields listed above and two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

*A master's degree in biology and all sub-specialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have permanent competitive or 55b/c status as a Mental Health Program Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee levels (Mental Health Program Specialist Trainee 1 or 2). Transfer candidates must also possess a bachelor’s or higher degree in a qualifying degree field* listed above.

Preferred Qualifications:
Experience with data visualization and strong analytical, written and verbal communication skills.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:

$57,764 (Mental Health Program Specialist Trainee 1)
$63,994 (Mental Health Program Specialist Trainee 2)
$70,951 (Mental Health Program Specialist 1, full performance level)

For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
