Job Specifics
Duties Description Under the direct supervision of an Employee Relations Associate (Research), the Employee Relations Assistant will provide analytical, data and database services related to employee relations and employee benefits to other sections of the Office of Employee Relations (OER), the New York State Labor-Management Committees (LMCs) and other State agencies, such as the Division of the Budget and the Department of Civil Service. The incumbent will work closely with the staff of OER’s Contract Negotiation and Administration Unit to prepare for and support collective bargaining, and to implement the resulting agreements.
Duties may include, but are not limited to:
• Collect, analyze and evaluate wage, benefit and attendance and leave & attendance data within both the public and private sectors to be used in the development of negotiation positions.
• Prepare profiles of bargaining units’ demographic data (titles, average salary, leave usage, etc.) as background information for negotiators.
• Assist the Research Unit representative in the negotiation process; may attend negotiation sessions and also function as the recorder.
• As directed, provide cost projections and prepare impact statements for proposals from both the State and the unions representatives.
• Research developments and trends in compensation and benefits in both the private and public sectors; prepare reports analyzing the potential impact of these trends on the State’s work force and operations.
• Assist in planning, developing, analyzing and evaluating management information systems and the methodology used for evaluating programs, procedures and policies.
• As instructed by Employee Relations Associate, research and prepare responses for requests from OER and the LMC staff, the Governor’s Office, State agencies and legislative staff for information on employee relations, compensation and benefits.
• Conduct studies of the operation and effects of the provisions of the collective bargaining agreements, including comparability with other employers in the private and public sectors; prepare reports of these studies for review by the Employee Relations Associate.
• Assist in the design of reports to provide access and manipulate the data used by the Research Unit.
• Identify, evaluate and make recommendations for acquiring research materials, in both print and electronic media for the Research Unit’s library.
• Assist the Contract Negotiations Unit with research for contract violations/grievances and draft determinations for review and approval by Directors.
• Participate in application development projects and test new business process solutions.
Minimum Qualifications • Bachelor’s degree and two years of relevant experience.*
• Familiarity with data collection and analysis
• Excellent oral communication and interpersonal skills
• Proficiency with Microsoft Office Suite, especially Microsoft Excel
• Able to deal with multiple priorities and competing deadlines in team setting
• Experience and understanding of labor relations and contract negotiations desired
• A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations
*Substitutions: four years of relevant experience or associate’s degree and two years of relevant experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of relevant experience; Ph.D. may substitute for two years of relevant experience.
