Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a senior program manager, the Quality Assurance Engineer will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will lead the Quality Assurance (QA) and testing team to ensure high-quality software testing and delivery, combining people management skills with technical, hands-on leadership. The incumbent will define, implement, and optimize testing strategies, automation frameworks, and test processes (manual/automated) across the SDLC to meet quality and testing standards, ensuring adherence to the standards and processes developed. This position will require talent development, project team, and stakeholder collaboration, risk assessment, and reporting out on key metrics to ensure product reliability.
Duties include but are not limited to the following:
• Team Leadership & Mentorship: Hire, mentor, and lead QA engineers and Software Development Engineers in Test (SDETs) by conducting 1-on-1s and performance reviews to foster growth.
• Test Strategy & Execution: Define, maintain, and execute comprehensive test plans (functional, automated, API, performance).
• Automation Strategy: Drive an automation-first culture by guiding the development of testing frameworks, tools, and CI/CD pipeline integration.
• Quality Metrics & Reporting: Define KPIs (e.g., test coverage, defect leakage) and provide actionable updates on product quality and release readiness to project team and stakeholders.
• Root Cause Analysis: Work with development team to identify the root cause of defects and address those root causes to minimize defects in future.
• Regulatory Compliance: Ensure compliance with FDA, OCSS, ISO, or other state and federal regulations and prepare for/lead external audits.
• Process Improvement: Optimize validation processes, ensuring compliance with standards and regulations, and improving efficiency throughout the SDLC.
• Collaboration: Work closely with development, product, and architecture teams to ensure testability and quality from the design phase.
Minimum Qualifications Minimum Qualifications:
Seven (7) years of experience in a Quality Engineering / Testing role, with 2 years in a leadership or management role.
• A Bachelor’s degree in Computer Science or related field will count as two years of experience
• Masters degree in Computer Science or related field may substitute for an additional year of experience.
*Additional years of work experience in a leadership or management role in Software Quality Assurance may substitute for advanced degrees.
Preferred Qualifications:
• ASQ Certified Quality Engineer (CQE) or Six Sigma Black Belt is highly preferred.
• Advanced knowledge of Software Testing processes including Testing deliverables, such as Test Plans, Test Cases /Scripts and test execution metrics/reports.
• Advanced knowledge of Defect Resolution and Management processes and defect reporting.
• Advanced knowledge of Jira, or other similar tools, as a project management and issue / defect tracking tool, and a dashboard / reporting tool.
• Advanced experience with Xray Test Management plug-in for Jira.
• Exceptional interpersonal and negotiation skills to build relationships with project team members and internal and external stakeholders.
• Expertise in automated testing tools (e.g., Katalon Studios, Selenium or similar tools, scripting languages (e.g., Python, Java), and CI/CD tools (e.g., Jenkins, GitLab CI).
• Strong debugging and problem-solving skills to manage complex, large-scale system projects.
