Duties Description The New York State Department of Health invites you to consider joining our team for an opportunity to make more than a career – make a difference!
The Program Aide will perform paraprofessional administrative functions to support the Bureau of Employee Relations (BER) –Human Resources Management Group, including but not limited to: intake, tracking and triage of referrals of workplace violence, misconduct, incompetence, contract and non-contract grievances; engaging the appropriate escalation strategy dependent upon circumstances following review and analysis; developing and maintaining databases; serving as a liaison between the Bureau and various business partners.
Duties may also include assisting with the purchasing of goods and services as it pertains to Labor Relations and ensuring consistency with applicable guidelines; assists with drafting, compiling, and review of Bureau recruitment materials, including duties description and other related materials in accordance with applicable procedures and requirements; performing preliminary collection and review of hiring documents; assist in preparation activities for labor management meetings, which includes conducting research and analysis on applicable laws, rules, and regulations, including the Collective Bargaining Agreements and Department Policies.
Minimum Qualifications Transfer: NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Aide, G-13 or a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-11 or higher, and eligible for transfer to Program Aide under Section 70.1 of the Civil Service Law.
Non-Competitive Qualifications for appointment under NY HELPS Program: Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment
Non-Competitive Promotion (NCP) Qualifications:
You must be a qualified employee of the New York State Department of Health and have at least one year of permanent competitive or 55-b/55-c service in a clerical, keyboarding or paraprofessional qualifying title. If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Demonstrated experience handling and triaging multiple priorities efficiently, effectively and with the strictest confidentiality; demonstrated understanding of contractual agreements and associated timeframes designated in same; excellent communication (both written and oral) and organizational skills; demonstrated ability to maintain a professional demeanor while interacting with a diverse population in a fast-paced environment with highly sensitive subject matter.
