Position Information:
The New York State Department of Agriculture and Markets is seeking a Business Systems Analyst 2 to work at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. We offer a professional and comfortable working environment with ample free parking. The Business Systems Analyst 2 will provide overall management and coordination, technical support and direction, and business interpretation and analysis for Agriculture and Markets (AGM) specific programs. The position will be responsible for the development of system specifications, quality assurance tasks, and the development of system related training. Specific duties include:

• Coordinate activities and assignments in the planning, testing, training and implementation of new and existing systems, schedule future enhancement phases to research, gather and evaluate information system or business process requirements; prioritize business process changes to maintain system functionality and efficiency; establish timetables for completion of projects;

• Perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions;

• Serve as a subject matter expert for AGM specific applications and programs; develops training and user support materials; assists in updating organizational process assets, such as procedure manuals and other content;

• Validates that solutions meet business needs by developing test data and scenarios, testing system functions, and documenting results; evaluates solution performance against business goals and objectives;

• Assists in prioritizing requirements; organizes requirements into logical groupings; specifies and models requirements; defines assumptions and constraint of solutions at any point in their lifecycle; verifies requirement quality; validates requirement value;

• Defines the business needs driving the need for a project; assesses capability gaps of existing solutions; determines solution approaches to meeting business needs; defines a business case for a new/modified solution; assesses proposed solutions; allocates requirements across solution components/releases; assesses organizational readiness to implement a new/modified solution; defines transition requirements to implement a new/modified solution.

The Business Systems Analyst 2 is a full-time position working 37.5 hours per week, Monday-Friday. This position is located at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. Minimum Qualifications NY HELPS Minimum Qualifications:

When a NY HELPS title can be filled with promotion and open-competitive qualifications, and the entire promotion eligible list is exhausted or does not exist, a NY HELPS appointment can be made in the following ways:

A NY HELPS appointment may be made for a qualified employee in a direct-line, lower-level promotion title.

Direct-line lower-level promotion title NY HELPS Qualifications: The direct line field is comprised of a single title that is the immediate lower-level title to the title being filled. This requires one year of permanent, contingent-permanent, or 55 b/c service as a Business Systems Analyst 1, SG-18.

If there are fewer than 3 interested, qualified internal candidates in the direct-line lower-level promotion title then:

Candidates may be eligible for a NY HELPS Open-Competitive appointment to Business Systems Analyst 2 if they meet the open-competitive NY HELPS qualifications, or the qualifications listed on the most recent examination announcement for the Business Systems Analyst 2 title.

Open- Competitive NY HELPS Exam Qualifications:

Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**

*For the purposes of this examination, business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Open- Competitive NY HELPS Qualifications: Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Degree Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Alternate Minimum Qualifications:
You may also be eligible for appointment to this position if you meet any of the following minimum qualifications.

52.6 Transfer Qualifications to Title: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made must be designated administrative and be within two salary grades or one M-grade of the target title.

70.1 Transfer Qualifications to Business Systems Analyst 2 G-23: Applicants may be appointed to this position permanently if they have: one year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Call Center Quality Assurance Specialist 2, G-23, or Children & Family Services Specialist 2, G-23.

70.4 Transfer Qualifications to Business Systems Analyst 2, G-23: Applicants may be appointed to this position permanently if they have: one year of permanent, competitive service in a Grade 21 title or higher.
AND
Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).

Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.

55-b/c Qualifications: Applicants may be appointed to this position permanently if they meet these qualifications:

Additional Comments NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary:
The Business Systems Analyst 2 position is in the PEF Salary Grade (SG) 23. The starting salary of the PEF SG-23 is $ 86,681/year.

The candidate appointed to the Business Systems Analyst 2 position will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-23 job rate salary of $ 109,650/ year!
