Job Specifics
Duties Description This position is in the Bureau of Staffing Operations and Support and will support process improvement, workforce planning, and recruitment operations across the Office of Health Insurance Programs (OHIP). The incumbent will analyze HR and administrative workflows, identify inefficiencies, develop standardized procedures, and support staffing initiatives and the integration of administrative teams. Duties include redesigning processes, documenting workflow maps/templates/SOPs, providing guidance to hiring managers, conducting quality checks on staffing packages, evaluating team alignment, recommending staff placement and cross-training, assessing succession planning needs, and tracking metrics for leadership.
Minimum Qualifications Non-Competitive Minimum Qualifications:
Seven years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications:
Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Knowledge of human resources principles, civil service rules, and recruitment practices. Strong analytical and problem-solving skills Experience analyzing and redesigning workflows and classification standards alignment. Ability to work collaboratively with diverse stakeholders and manage multiple priorities.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
