Job Specifics
Duties Description The successful candidate will serve as a Response Supervisor, Spill Responder, and Project Manager in the Emergency Spill Response, Petroleum Remediation, and Petroleum Bulk Storage section. The position requires that the successful candidate (1) be available as needed outside of normal work hours, including nights, weekends, and holidays; (2) be able to travel and work outside in various weather conditions and in varying terrain; (3) be proficient and knowledgeable in DER’s petroleum remediation and bulk storage programs, and (4) have the excellent verbal and written communication skills needed to represent DEC and coordinate with other agencies during emergencies.
Duties of this position include, but are not limited to, the following:
1.Spill Response
a.Respond or coordinate prompt and appropriate response to petroleum and hazardous materials releases and other emergency incidents, including coordination with local, state and federal response partners;
b.Manage and direct, with minimal supervision, the investigation and cleanup of spills following appropriate DEC regulations, policies, and guidance, including the Spill Guidance Manual, DER-10, CP-51, etc.;
c.Prepare and review for completeness and accuracy environmental investigation reports, spill cleanup plans and closure documentation;
d.Manage and direct Standby Contractor work assignments/call-outs, which includes preparing appropriate scopes of work and cost estimates, tracking call-out activities and budgets, and reviewing invoices for approval;
e.Participate in the process for securing contracts with Standby Contractors;
f. Prepare Investigative Summary Reports and support enforcement activities and cost recovery efforts with Region 4 and Central Office DER staff and the offices of the Attorney General (OAG) and State Comptroller (OSC);
2.Supervision
a.Train and oversee staff performing petroleum bulk storage inspections at regulated facilities as needed. Provide guidance to junior staff as needed to ensure violations are corrected and facilities are compliant with the appropriate regulations;
b.Assist staff/Regional Spills Supervisor (RSS) with the preparation and/or review of enforcement referrals for Office of General Counsel (OGC) for non-compliant facilities as appropriate. Provide related technical support to OGC as needed;
c.Train, mentor, and/or supervise junior staff and oversee staff projects and assignments;
d.Supervise and provide direction to Emergency Spill Responders after hours as needed to ensure safe, effective, and prioritized response, investigation, and cleanup activities;
e.Assist the RSS with management of emergency response activities and do so in conformance with CP-54 (Emergency Management Policy);
3.Project Management/Administrative
a.Manage complex long-term petroleum remediation projects, including technical review of work plans and reports, field oversight, and documentation to ensure conformance with Department regulations, standards, guidance and policies, and professional engineering standards.
b.Prepare accurate and detailed spill notes and other tracking updates using DER’s Unified Information System and maintain project files using DER’s DecDocs system.
c.Develop and maintain professional and effective working relationships with other DEC program staff and other state and federal agencies (such as DOH, OSC, OAG, EPA, USCG), local governments and services (such local health and fire departments), the regulated community, and the general public.
d.Assist the RSS with Spill Contingency Planning and coordination with federal, state, and local agencies on emergency preparedness and response efforts, including participation in exercises with other agencies and major facilities.
e.Assist RSS with annual work planning, funding needs, equipment/supply orders, and other administrative tasks.
f.Be available and prepared to respond to significant incidents after hours on occasion/as needed. Travel may be required.
g.On occasion serve as section supervisor in the absence of the permanent supervisor.
h.Keep the Regional Spills Supervisor informed of emerging issues, high-profile situations, and program accomplishments.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4 transfer eligibles and NYHELPS):
a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering. If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.
Candidates who are not eligible for transfer or reinstatement must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). If you have received a passing score on either of these examinations please indicate so when submitting your application.
Additional Comments * The starting salary for this position is $98,298. This amount is comprised of the base salary of $ 91,298 with an additional geographic pay differential of $7,000 specific to this title and location.
The job rate for this position is $ 122,252. This amount is comprised of the base salary of $ 115,252 with an additional geographic pay differential of $7,000 specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
