Job Specifics
Duties Description The Office of Parks, Recreation and Historic Preservation is seeking a candidate for an Associate Budgeting Analyst (SG-23) position within the Finance Bureau, Accounts Payable Unit.
The Accounts Payable (AP) Unit is responsible for processing invoices and purchase order (PO) payments for the Albany Office and 11 Regional Offices, as well as maintaining user roles and responsibilities within the Statewide Financial System (SFS). The unit works in close collaboration with the Business Services Center (BSC) and the agency’s designated payment office to ensure payments are processed accurately and in a timely manner.
The incumbent will serve in a supervisory capacity, overseeing and developing a team of three staff who support accounts payable functions, and will play a key role in managing agency wide payment operations.
Duties include, but are not limited to:
• Assist in the development of the agency’s annual State budget request for submission to the Division of Budget.
• Analyze spending across regional offices and program areas to recommend immediate budget adjustments, cost-saving measures, and optimized resource allocation.
• Develop, implement, and audit internal financial controls to ensure strict compliance with State Finance Law, Guide to Financial Operations, and procurement guidelines.
• Direct the preparation of departmental personal and non-personal service budget requests and annual spending plans.
• Monitor, analyze, and maintain agency-wide expenditure and revenue projects to ensure spendings aligns with enacted State Budget allocations.
• Review, authorize, and process invoices, vouchers, and payment transactions within the Statewide Financial System (SFS).
• Provide training and technical support to regional staff on SFS functionality. Provide SFS error reports and system functionality tools to agency staff.
• Manage SFS user roles and access to ensure accounts are current and appropriately assigned.
• Supervise, mentor, and evaluate staff managing unit workflows and daily assignments.
• Oversee the management of SFS workflows, including resolving complex system budget errors, reconciling discrepancies, and ensuring the structural integrity of financial coding.
• Oversee cash management and disbursement operations, ensuring all strategies adhere to prompt payment to mitigate state liability.
• Direct financial training programs and provide fiscal guidance to regional staff.
• Oversee or prepare critical internal vouchers for payments.
• Provide fiscal oversight of agency spending by maintaining accurate financial record keeping, spending plans, and cost allocation controls.
• Work independently and collaboratively with internal, regional and external stakeholders.
Minimum Qualifications ELIGIBLE LIST APPOINTMENT:
Candidates may be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS:
One year of permanent competitive or 55-b/55-c service in a title eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PROVISIONAL QUALIFICATIONS:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one (1) year of permanent competitive or non-competitive 55-b/55-c service as a Senior Budgeting Analyst, SG-18.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as an Associate Budgeting Analyst to be eligible for reassignment.
Additional Comments Preferred Skills:
• Proficient in Microsoft Office Suite, particularly in Excel.
