Position Information:
The New York State Department of Agriculture and Markets is seeking an Auditor 2 to work at their headquarters in Albany, NY. The Auditor 2 will serve as the Internal Control Officer (ICO) for the Department and be responsible for developing positive working relationships with key process owners, leadership, and other stakeholders to build awareness about the importance of implementing a strong internal control environment. Specific duties include:
• Establishing and maintaining a system of internal control and a program of internal control review that complies with all requirements of the NYS Internal Control Act and related internal control standards (COSO, GAO, OSC), as well as any related legislative, executive, and Department administrative mandates;
• Developing and implementing training, reference materials and other educational offerings for staff and managers to help communicate agency policies and procedures related to risk and control concepts;
• Preparing annual certifications for various control agencies (DOB, OSC, and SFS);
• Providing consultative support to agency managers to assist them in meeting their internal control requirements;
• Identifying and monitoring internal control weaknesses and implementing effective solutions, as appropriate;
• Representing the agency on internal control matters with external organizations, such as the NYS Internal Control Association (NYSICA);
• Fostering collaborative partnerships with Internal Control Officers from other NYS agencies to stay abreast of new and emerging internal control techniques and best practices that could be implemented at the Department;
• Collaborating with the agency’s Internal Audit Unit to identify and mitigate agency risk; and
• Preparing report and deliver presentations to managers and other staff on the results of internal control assessments, provide recommendations for remediation and operational improvements and provide periodic progress updates.

The Auditor 2 is a permanent, full-time position working 37.5 hours per week, Monday-Friday. This position is conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. We offer a professional and comfortable working environment with ample free parking. Occasional travel may be required to the New York State Fair in Syracuse, NY. Opportunities for telecommuting may be available in accordance with the agency’s Telecommuting Program Guidelines.

Travel Requirements:
Occasional travel may be required to the New York State Fair in Syracuse, NY. Appointees may need to operate a motor vehicle or have other means to meet the transportation needs of the job. If the position requires that you operate a motor vehicle, you must continuously have a valid New York State driver's license to continue employment. Travel expenses are reimbursed on a fixed schedule. Overnight travel may be required.

Minimum Qualifications You may be eligible for appointment to this position if you meet any of the following minimum qualifications.

Reassignment Qualifications: You must be a current Department of Agriculture and Markets employee and have one year of permanent, contingent-permanent, or 55 b/c service as an Auditor 2, SG-23; if you have less than one year, you must be reachable on the current eligible list for this location if one exists.

70.1 Transfer Qualifications to Auditor 2, G-23: One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Internal Auditor 2, SG-23, Associate Accountant, SG-23, and Auditor 2 Medicaid, SG-23.

Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Provisional Minimum Qualifications: One year of permanent competitive or 55-b/55-c service as an Auditor 1, Senior Auditor, Auditor 1 (Abandoned Property), Auditor 1 (Municipal), Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Examiner Municipal Affairs, State Program Examiner 1 (Fiscal), Auditor 1 (Fiscal Systems),**Auditor 1 (Insurance Premium),** Auditor 1 (Tax),**Data Processing Fiscal Systems Auditor 1,**Financial Analyst 1,** Financial Analyst 1 (Workers' Compensation),**Financial Services Examiner 1, **Insurance Examiner, **Internal Auditor 1,**Management Specialist 1, ** Senior Health Care Fiscal Analyst,** Senior Internal Auditor,** State Program Examiner 1, or ** Tax Auditor 1;
AND Candidates must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained as an Auditor 2, SG-23.

**If qualifying based upon service in one of these qualifying titles, you MUST provide an unofficial transcript which shows you have 24 semester credit hours in accounting, auditing, or taxation. Only courses with the word accounting, auditing, or taxation are considered qualifying. Although you may have received credit for courses such as business law, economics, statistics, or finance as part of an accounting curriculum, these courses cannot be counted toward the required 24 semester credit hours.

Non-competitive Promotion: If there are three or fewer interested and qualified promotion candidates, the agency may at its discretion nominate a qualified employee for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Non-Competitive Promotion Minimum Qualifications: One year of permanent, contingent-permanent, or 55 b/c service as an Auditor 1, SG-18.

Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.

Additional Comments Salary:
The Auditor 2 position is in the PEF Salary Grade (SG) 23. The starting salary of the PEF SG-23 is $86,681/year.

The candidate appointed at the Auditor 2, SG-23 level, will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-23 job rate salary of $109,650/ year!

The PSLF Program forgives the remaining balance on your direct student loans after you have made 120 qualifying monthly payments under an accepted repayment plan and while working full-time for the New York State Department of Agriculture and Markets or another eligible employer.
