Job Specifics

Duties Description Reports to the Assistant Director of Bureau of Accessibility, Equity, Diversity and Employee Engagement, the incumbent will be responsible for reviewing cases of discrimination, interviewing witnesses and writing reports including analysis and recommendations on course of action. The incumbent will also assist in the development and coordination of the strategic direction for the acquisition and retention of NYS Thruway Authority (Authority) employees, including from non-traditional and diverse sources, such as minority communities and mid-careerists. Additionally, the incumbent will assist in reviewing and processing Reasonable Accommodation requests. Duties will include, but are not limited to the following:

• Communicate Authority goals and objectives to management on diversity and inclusion, and equal opportunity matters.
• Research and stay up to date on laws, rules and regulations on discrimination, reasonable accommodation and other.
• Train Authority employees on equal opportunity issues related to employment.
• Create training programs on subjects related to Diversity, Equity and Inclusion.
• Review policy and advise supervisors on subjects related to EEO, Diversity and Inclusion.
• Investigate discrimination complaints from employees, stakeholders, and various other clients of the Authority.
• Analyze data related to investigations and make determinations based on the analysis.
• Establish relationships and meet with advocacy groups regularly.
• Review, research and process all Reasonable & Religious Accommodations pursuant to applicable Federal and State laws.
• Run reports and analyze data to produce reports related to diversity and inclusion, and equal opportunity programs.
• Participate in all recruiting/talent acquisition activities, including but not limited to job fairs, college visits, and social media marketing.
• Assist in the development of internal communications plans to build awareness and understanding of diversity efforts.
• Research and develop opportunities to recruit, retain, and promote a diverse workforce, including the use of social media presence and web-based recruitment tools.
• Promote employment opportunities to non-traditional and diverse target communities in collaboration with the Bureau of Personnel.
• Produce reports related to Authority diversity and inclusion, and equal opportunity programs.
• Participate in candidate selections and interviews to ensure that equal opportunity and diversity is considered in the selection process.
• Develop relevant programming to enhance employees’ cultural awareness.
• Integrate diversity and inclusion, and equal opportunity activities into core Authority recruitment processes, evaluate the effectiveness of such processes, and develop and institute corrective actions.
• Build mechanisms to influence broader diversity sourcing efforts and pipelines across the sourcing teams, leveraging non-conventional routes.
• Assist in the development of networks both internally and externally in the organization to identify key talent and build ongoing pipelines for a diverse workforce.
• Assist in creating an external network of diversity and recruitment contacts and vendors.

This position requires approximately 25% of travel.

Minimum Qualifications Six years of qualifying experience* in equal opportunity, diversity and inclusion, or human rights.

*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitutions: An associate’s degree may substitute for two years of non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

Our telecommuting program offers up to 20% (two days per pay period) upon completion of satisfactory performance during the probationary period and appropriate approvals. Additional policy guidelines and work hours may be discussed during the interview.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $65,391 up to Job Rate $90,573.
Recruitment & Retention Pay: $7,000.
