Job Specifics

Duties Description Under the supervision of a Human Resources Specialist 2, and/or an Associate Director, Human Resources 1, the Human Resources Specialist 1 will research, review, analyze, and establish procedures to comply with all applicable State and federal laws, regulations, business rules, collective bargaining agreements, and procedures governing corporation payroll, including salaries, deductions, taxes, retirement programs, garnishments, and levies. The duties of this position include, but are not limited to, the following:

• Calculates salary for corporation employees.

• Calculate, coordinate, and communicate employee back salary awards to NYPA payroll.

• Answer various types of communications (phone, e-mail, and letters) from employees and managers concerning salary topics and specific personal status issues and inquiries.

• Assist with delivering informational sessions and new employee orientation programs on a variety of personnel and benefits topics.

• Tests new or enhanced automated systems, such as leave and attendance systems, by performing system tests, identifying errors, and providing recommendations to program staff for system improvements.

• Works with NYPA Payroll staff to monitor payment and processing activities to detect data errors, determine causes, and develop and implement solutions


The ideal candidate will be able to work both independently and effectively as part of a team in addressing human resources management issues. Additionally, the candidate should possess excellent communication skills, both oral and written. Proficiency in Excel, PowerPoint and Visio are a plus. Candidates with prior experience with Workday are also encouraged to apply.

Minimum Qualifications Appointment to Human Resources Specialist 1, SG-18: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Appointment to Human Resources Specialist Trainee 1 or 2, NS*:
List Appointment: Candidates must be reachable for appointment on the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6, 70.1, or 70.4 of the Civil Service Law.

55 b/c Appointment: Candidates certified as 55 b/c eligible by the Department of Civil Service who possess a bachelor’s degree are eligible to apply.

*Candidates appointed at the trainee level will be required to serve up to a two-year traineeship.
