Job Specifics

Duties Description 1.Responsible for all aspects of the Division of Materials Managements’ resource management and administrative support functions. Oversee statewide division and regional staff budget and fiscal management, contract and grant coordination, personnel administration, environmental monitoring program, and administrative support functions. Provide direct supervision and support supervision of resource management and administrative support staff.

2.Oversee implementation of Department and Division of Budget policies, procedures, and requirements as they relate to fiscal, budget, contract and grant coordination matters. Ensure division and Department policies and procedures are implemented effectively and consistently on a statewide basis. Provide guidance, support and assistance to Division central office and regional program staff in contract development and monitoring of contracts for the various functions of the Division. Interact with Division of Fiscal Management staff to ensure that procedures are implemented properly.

3.Oversee invoice processing and tracking for the overall fiscal status of the Division’s various programs. Oversee tracking of all invoices, payments and status of projects, cost centers, and funding sources for the Division, including overall status summaries of the Division’s State Assistance grant programs.

4.Oversee and track Federal grants held by the division. Monitor Federal grant status, including grant renewals and approvals, payments received and outstanding balances, staff status related to Federal funds, and schedules for receipt of funds. Interact with Division of Fiscal Management and Federal grant issuing agencies to ensure proper implementation of grant acceptance procedures.

5.Oversee aggregation of information and support Division Direction in development, tracking, and management of the Division’s annual budget. Ensure that draft bureau and regional budget information is prepared properly. Work with bureau directors to refine annual budget requests and prepare final budgets for review by the Division Director. Track status of all budget items and funding sources for the Division.

6.Oversee implementation of the Department’s Environmental Monitoring Program. Ensure that all divisions and regions operating under the program comply with the requirements of Commissioner’s Policy 64 (CP-6

7.Oversee the management and development of subordinate staff. Hire and train new staff. Plan, assign, schedule, review, and evaluate work of subordinate staff. Review and analyze the impacts of changing funding sources on personnel matters.

8.Oversee hiring procedures and process for the Division. Ensure personnel matters are managed as required by law, policy, or management direction.

9.Manage and support implementation of the Division’s business and administrative functions and ensure that all related policies and procedures are implemented effectively and consistently. Represent the Division in communications and interactions with Division of Budget, Management and Budget Services, and other external entities.

10.Respond as necessary to unanticipated, unplanned work assignments from the Division Direction or Department Executive as assigned.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:

Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Analyst 3, Environmental Assistance Administrator, Professional Geologist 2, and Public Participation Specialist 4.
