Job Specifics
Duties Description 1.Co-manage Region 8 Wildlife program. Specifically, provide direction and guidance to the Region 8 Wildlife Program staff in the Iroquois and Northern Montezuma offices and the non-game wildlife staff in Avon office. This involves supervising a unit currently composed of 3 biologist 1, 3 permanent technicians (FWT2 & FWT 3) and up to 4 seasonal (FWT1/FWT2) technicians spread across 3 office locations in the region. Manager prepares work plans, budgets and compiles reports necessary to meet program deadlines. Coordinates closely with Administrative Assistant on seasonal hiring/spending plan and all other staff hiring processes.
2.Develop and maintain liaison with cooperating agencies and other programs within the Department to carry out the objectives of the Wildlife Program. Maintain through periodic contacts, a good working relationship with USFWS, NRCS, Soil & Water Conservation Districts, Cornell Cooperative Extension, county governments, Fish & Wildlife Management Board, and other DEC region 8 program units.
3.Supervise staff in a manner that makes optimum use of existing skills and assist them in improving their level of knowledge and abilities. Ensure staff complete mandatory trainings, and other appropriate training as available. Periodically meet with staff, individually and collectively to discuss work priorities and assignments. Assign work in an effective and objective manner. Make responsibilities clear to staff, holding them appropriately accountable through timely and constructive employee evaluations.
4.Provide input and review of state and national policies and programs as they relate to wildlife resources and their uses. Initiate comments and respond to requested review of issues as they relate to management of wildlife resources. Attend committee meetings and participate as requested.
5.Coordinate wetland and grassland habitat management activities for Region 8 Wildlife Management Areas. R8 currently has 24 WMAs encompassing varying in size from 0.25 acres to over 10,000 acres with active management occurring on most of them in the form of impoundment management, timber harvest, grassland mowing, or agricultural contracts. Continue coordination with involved partners including USFWS, Audubon, Ducks Unlimited, SWCDs, Friends of Montezuma Wetland Complex and different land trusts in acquiring additional WMA lands and completing management projects.
6.Evaluation and management of impacts as they relate to non-game wildlife. In conjunction with program staff, needs to be able to evaluate the potential for projects to impact T/E species to assess the need for a Part 182 Incidental Take Permit. There is also the need to assess potential of management decisions and/or proposed changes to regulations with regard to impacts to wildlife populations, including the ability to manage overabundant and/or invasive species.
7.The Biologist 2 needs to have a broad understanding of the full breadth of the wildlife management issues and work that are occurring in the region, so that they can raise issues to higher level in the region or the Bureau as needed, and/or respond to inquiries in a timely fashion.
8.Coordinate with Avon Biologist 2 to ensure that overall Region 8 Wildlife Program functions as a cohesive unit as there will be shared direction of field staff across the focus programs for each Biologist 2.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
