Job Specifics

Duties Description This position is located within the Recycling, Waste Reduction & Recycling Outreach and Education Section, of the Bureau of Waste Reduction & Recycling (BWRR), in the Division of Materials Management. The primary responsibilities will include implementing the Expanded Polystyrene (EPS) Foam Ban and assisting in the direction of other Section programs as needed and directed.

Position specific tasks include, but are not limited to the following:

•coordinating regulatory oversight of the EPS Foam Ban (ECL Article 27, Title 30 and Part 353 regulations), which includes maintaining hardship waiver processing system and public complaint reporting system, developing and delivering staff training, and coordinating inspections and enforcement.

•managing staff responses to complaints from the regulated community and consumers associated with the EPS Foam Ban, ensuring that the replies are timely and accurate.

•managing outreach and education of the EPS Foam Ban to the regulated community as it relates to the legislative and regulatory requirements, including oversight of staff responses through the Foam Ban email box, phone calls and updates to the website.

•providing technical support on legislative proposals for waste reduction, reuse and recycling topics.

•coordinating and developing reduction, reuse and recycling outreach and education efforts at events, reviewing and editing of related websites and newsletter contributions.

•identifying waste reduction, reuse and recycling task priorities in the State Solid Waste Management Plan and leading a team to implement those tasks.

•assisting with implementation of SUNY MOUs to enhance waste reduction and recycling statewide by reviewing progress reports and providing guidance and feedback to SUNY staff and graduate students on work products including plastics recycling, recycling behavioral studies, and improved community outreach strategies.

•assisting with the development and implementation of a reuse and repair grant program.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Must be able to lift and move objects up to 20 pounds.
