Job Specifics

Duties Description Under the general direction of the Director of Employment Services and the Deputy Commissioner for Workforce Development within the Division of Employment and Workforce Solutions (DEWS), the Assistant Director of Employment Services oversees the Bureau of Business Services Operations (BBSO).

Specific duties and responsibilities include, but are not limited to the following:

• Directs, organizes and plans the implementation of State and Federal Business Services policies, procedures, standards and guidelines related to the Division’s responsibilities.
• Advises and consults with the Director and Deputy Commissioner on the development and implementation of programs, policies and procedures to discharge the Division’s responsibilities.
• Assists the Director and Deputy Commissioner in developing programs for improving the services of the BBSO including Apprenticeship programs; Office of Just Energy Transition and Infrastructure programs; Business Services and other related programs.
• Assists the Director and Deputy Commissioner in developing programs for improving the service delivery network of federal and state funded services.
• Directs and coordinates the overall activities of BBSO statewide to insure the uniform implementation of applicable programs, policies and procedures.
• Advises the Director and Deputy Commissioner on the status of Business Services Operations and suggest improvements as needed.
• Conducts critical review and analysis of Business Services Operations to ensure there is statewide uniformity in meeting operational mandates and guidelines.
• Oversees the supervision, evaluation and performance of over 200 staff statewide.
• Oversees technology and systems, equipment and physical space.
• Represents the Commissioner, Executive Deputy Commissioner, Deputy Commissioner and/or the Director at meetings affecting service delivery policies and programs which may include meetings with city and county officials and their staff; officials and staff from the United States Department of Labor (USDOL) or other related federal agencies; meetings with local and national businesses; and meetings with non-profit or other community organizations.
• Represents the Governor’s Office, Commissioner, Executive Deputy Commissioner, Deputy Commissioner and/or the Director in administering, managing, or directing special projects related to Business focused programs and projects.

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

The purpose of this posting is to determine if there is a Non-Competitive Promotion (NCP) field as described under the 52.7 NCP qualifications.

52.7 Non-Competitive Promotion (NCP) Qualifications (NYSDOL Employees Only):
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have two years or more of permanent, contingent-permanent or 55 b/c service as an Employment Services Manager 1 (M1), Employment Services Manager 2 (M2), or one year or more of permanent, contingent-permanent or 55 b/c service as an Employment Services Manager 3 (M3) or Employment Services Manager 4 (M4). If 3 or fewer qualified Department of Labor employees with the qualifying service described above respond to this posting, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
