Job Specifics

Duties Description The Office of Financial Management, Bureau of Community Budget and Financial Management Group is recruiting to fill a Senior Health Care Fiscal Analyst position. This position is critical for the agency-wide coordination and monitoring of federal funds related to OMH community mental health programs and services. Under the general direction of the Associate Health Care Fiscal Analyst of the Office of Financial Management, Community Budget and Financial Management Group, the Senior Health Care Fiscal Analyst will be assigned to the Bureau of Community Budget Services.

Duties to be performed may include, but are not limited to, the following:

• Conduct fiscal and policy analysis for special projects and budget initiatives including budget
savings initiatives and changes to existing fiscal and program policies.

• Present fiscal reports and analysis to the Associate Health Care Fiscal Analyst for review and
approval.

• Ensure compliance with Federal rules and regulations for Federal grant awards including but not limited to, general ledger adjustments, cash overview, verifying chart of accounts, federal grant accounts transactions, outgoing payments, and grant closeouts.

• Present results and analysis from the Scheduled vs. Actuals reports to the payments team and
Associate Health Care Fiscal Analyst for review and implementation of outstanding payments.

• Assist the Associate Health Care Fiscal to implement new policies and procedures for federal
compliance, and support implementation of such policies, as related to Office of Mental Health
State Aid claims and reporting, and contract claims and reporting.

• Develop, review, and analyze provider budgets, and financial reports submitted by providers.

• Review financial information accompanying contracts, provider expense reports, and other
operational documents for financial feasibility and compliance with the federal regulations.

• Develop and review federal cost and expenditure reports for Federally funded programs.

• Review budget proposals for programs, contracts, grants, and solicitations for consistency with
federal financial requirements.

• Ensure quarterly statistical and ancillary financial information is accurately reported; identify and address deficiencies; determine impact of incorrect reporting and communicate requirements to health care providers.

• Perform financial and statistical analysis of health care financing methodologies to assess
viability.

• Review statutory and regulatory requirements and amendments and assesses their impact on
federally funded programs. Draft reports documenting impacts and required changes to the
various fiscal internal controls.

• Research new health care financing methods to determine viability, and reviews existing
methods to assess effectiveness and modification possibilities.

• Review proposals for consistency with operating. Plans, expansion criteria, sound fiscal
practices, character and competence of operator, and overall fiscal viability and cost
effectiveness of proposals.

• Provide technical assistance to budget and fiscal management, treatment, field office, and local government staff in the monitoring of health care provider fiscal planning needs, claiming, and cost reports.

• Oversee financial databases for assigned program areas.

• Resolve health care provider federal audit issues.

• Develop necessary information and analyses to resolve outstanding financial issues.

• Communicate verbally and in writing with providers regarding reimbursement adjustments.

• Resolve questions raised by health care providers and outside auditors relative to all documents pertaining to federally funded programs.

• Communicate with outside audit firms to provide required information, and reviews findings to
determine impact on assigned programs.

• May supervise lower-level staff assigned to the program area.

Minimum Qualifications Non-Competitive Qualifications for appointment under the NY HELPS Program:

Health Care Fiscal Analyst Trainee 1 (starting salary $53,764): A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration; or a bachelor’s degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.

Health Care Fiscal Analyst Trainee 2 (starting salary $59,994): Meets the requirements for the Trainee 1 AND has one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, hospital or healthcare facility, or non-profit organization related to reimbursement rates, principles, and practices.

Senior Health Care Fiscal Analyst (starting salary $66,951): Meets the requirements for the Trainee 1 AND has two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, hospital or healthcare facility, or non-profit organization related to reimbursement rates, principles, and practices.

Candidates must have permanent status as a Senior Health Care Fiscal Analyst, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the Senior Health Care Fiscal Analyst or Health Care Fiscal Analyst Trainee level.

Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND possess a Bachelor’s degree will also be considered. Additional Comments The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $53,764 (Trainee 1- NS equated to SG-14)
• $59,994 (Trainee 2- NS equated to SG-16)
• $66,951 (Full Performance level SG-18)

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
