Job Specifics

Duties Description The Office of Financial Management, Bureau of Community Budget and Financial Management Group is recruiting to fill an Associate Health Care Fiscal Analyst position. This position is critical for the agency-wide coordination and monitoring of federal funds related to OMH community mental health programs and services. Under the general direction of unit level management in the Office of Financial Management, Community Budget and Financial Management Group, the Associate Health Care Fiscal Analyst will be assigned to the Bureau of Community Budget Services.

Duties to be performed may include, but are not limited to, the following:

• Conduct fiscal and policy analysis for special projects and budget initiatives including budget
savings initiatives and changes to existing fiscal and program policies, as assigned by the
Federal Unit Director.

• Present fiscal reports and analysis to the Federal Unit Director for review and approval weekly.

• Ensure compliance with Federal rules and regulations for Federal grant awards including but not limited to, general ledger management and review, cash overview, ensuring updated charts of accounts are functional, federal grant accounts transactions review and approval, outgoing
payments review and approval, and grant closeouts including submitting and filing the Federal
Financial Reports.

• Review results and analysis from the Scheduled vs. Actuals reports by the Senior Health Care
Fiscal with the payments team and ensuring implementation of outstanding payments.

• Implement new policies and procedures for federal compliance, and support implementation of
such policies, as related to Office of Mental Health State Aid claims and reporting, and contract
claims and reporting.

• Provide technical assistance to budget and financial management, treatment, field office,
county, and health care provider staff on fiscal and federal audit issues.

• Draft and review reports from staff and ensures that staff reports are submitted by agencies.
Ensure that cost reports are submitted by health care providers within required timeframes and
provides technical assistance to providers and federally funded programs to resolve cost report
and other reporting issues.

• Supervise a team of lower-level staff.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Transfer:
Candidates must have permanent status as an Associate Health Care Fiscal Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
