Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Information Technology Specialist 4 (Database) in the Technology Bureau. Duties include, but are not limited to, the following:
• Owns and oversees the agency’s internal (SharePoint/O365) and external (Drupal) websites, including site structure, page builds, content publishing, and ongoing maintenance.
• Monitors and maintains accessibility compliance across DFS sites; identify issues and coordinate remediation.
• Troubleshoots and resolves website issues (content, navigation, permissions, broken components, forms/workflows, etc.) and coordinate fixes with technical partners as needed.
• Collaborates with internal teams, vendors, and NYS Office of Information Technology Services (ITS) staff to plan and deliver enhancements and resolve incidents.
• Participates in and facilitate Agile ceremonies (e.g., planning, stand-ups, refinement, retrospectives) and help manage/communicate work intake and prioritization.
• Develops training, documentation, and standards for web publishing, templates, and common workflows; provide hands-on coaching for content contributors.
• Mentors and organizes site teams, establishing clear processes for content review, publishing, governance, and continuous improvement.
• Performs supervisory responsibilities, which may include hiring/interviewing, performance management, coaching, work planning/assignment, and supporting staff development.
Minimum Qualifications Preferred Qualifications
• 3 or more years’ experience developing, building, or maintaining a Drupal website.
• Experience mentoring and supervising staff (or serving as a team lead with formal coaching responsibilities).
• Experience with SharePoint / Microsoft 365, including tools such as Power Automate and Power Apps.
• Familiarity with web accessibility standards (e.g., WCAG) and accessibility testing tools/processes such as SiteImprove.
• Experience with content governance and information architecture
Appointment Method:
List Appointment: Candidates must be reachable on the Civil Service eligible list for 38716010.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Sections 70.1 or 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website.
Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Salary: $96,336 – $121,413
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
