Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services and Office of Cultural Education (OCE) are seeking an experienced and highly responsible candidate to serve as Chief Security Officer with the Cultural Education Center (CEC), supporting the New York State Museum, Library, and Archives. The Chief Security Officer will play a key operational leadership role in supporting the safety and security of visitors, staff, collections, and facilities across the CEC while advancing continuous improvement in security operations.

Located in Albany, the Cultural Education Center is home to the New York State Museum, Library, and Archives—three of the State’s leading cultural and research institutions. The New York State Museum, the nation’s oldest and largest state museum, welcomes more than 500,000 visitors annually and serves as a cornerstone of New York’s cultural and educational landscape. The New York State Library, established in 1818 and the largest state library in the nation, houses more than 20 million research items supporting government operations and researchers across the state. The New York State Archives preserves and provides access to historically significant records documenting the government and history of New York State. Together, these institutions preserve and share New York’s documentary heritage for residents, students, researchers, and visitors each year.

Working under the general direction of the NYSED’s Supervisor of Security Services, the Chief Security Officer will plan, direct, and oversee day-to-day security operations supporting these public-facing and research facilities. The position will supervise security personnel, coordinate emergency response and incident management, and work closely with institutional leadership and external public safety partners to maintain a safe and welcoming environment while protecting irreplaceable collections and State assets. The Chief Security Officer will also identify operational challenges, evaluate existing security policies and procedures, and recommend and implement improvements to strengthen the effectiveness and responsiveness of security operations.

Duties of this position include, but are not limited to, the following:

• Oversee day-to-day security operations serving the New York State Museum, Library, and Archives and ensure effective implementation of established security policies and procedures;
• Respond decisively to disturbances, safety concerns, and other security incidents, coordinating appropriate response actions to protect individuals, collections, and State property;
• Evaluate security operations, identify operational challenges and inefficiencies, and implement improvements to policies, procedures, staffing practices, and training to enhance overall security effectiveness;
• Supervise Senior Security Officers and security personnel, including assigning work, monitoring performance, and ensuring consistent implementation of security procedures and protocols;
• Develop, implement, and maintain facility security plans and operational procedures designed to protect public spaces, restricted areas, and sensitive collections and ensure a safe visitor experience;
• Provide technical direction and guidance to security staff in responding to disturbances, safety concerns, or other security incidents involving visitors, clients, or employees;
• Coordinate responses to emergencies and security incidents with local law enforcement, fire departments, and emergency services personnel as needed;
• Review and manage security staff schedules and operational coverage plans to ensure continuous and adequate security coverage during public hours, research operations, special events, and other high-traffic periods;
• Identify security risks and recommend improvements to security procedures, equipment, training, and staffing practices to strengthen facility safety and emergency preparedness;
• Develop and conduct training programs for security personnel related to emergency response procedures, incident management, and the operation of security systems and surveillance equipment;
• Maintain knowledge of applicable federal, State, and local laws, rules, regulations, and agency policies governing security operations;
• Review incident reports and security documentation, ensure appropriate follow-up and resolution, and use findings to improve security procedures and operational practices; and
• Prepare written reports documenting security incidents and operational assessments, and develop and recommend improvements to security policies, procedures, and practices.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed in the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as a Senior Security Officer. Provisional candidates must have taken the most recent examination for Chief Security Officer and must be reachable on the resulting eligible list to maintain employment.

NOTE: The Civil Service examination for this title took place on March 28, 2026. In order to be considered for a provisional appointment, you must have sat for the examination for this title.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must have taken the examination for Chief Security Officer and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Candidates are required to possess a New York State Security Guard license at the time of hire. Continued employment as a Security Officer is dependent upon maintaining a New York State Security Guard license. Failure to maintain a New York State Security Guard license will result in removal from employment.

The work schedule for this position will be as follows:

• Wednesday – Sunday 9:00am to 5:00pm
This position leads to a maximum salary of $75,723 based on annual performance advances and traineeship advances. Promotion salaries are calculated by the NYS Office of the State Comptroller (OSC) in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
