Job Specifics
Duties Description These positions are in Remedial Bureau C and Bureau of Spill Response and Prevention.
Duties include:
1. Remedial Bureau C: Supervise Remedial Section D. Bureau of Spill Response and Prevention:Supervise Technical Assistance Section.
2. Perform administrative duties regarding time and attendance, travel, budgeting, evaluations, and provide direction and guidance to staff to ensure compliance with Department policy.
3. Ensure that work load is distributed and managed in order that Bureau program initiatives are met and projects are kept on schedule.
4. Prepare section annual work plans and provide clear direction to staff regarding priorities. Provide technical guidance/direction to staff.
5. Review and ensure technical adequacy and consistency of proposed work plans for remedial activities for projects under the State's remedial programs (e.g., Superfund, Brownfield Cleanup, Manufactured Gas Plant, Environmental Restoration, Petroleum, and RCRA Corrective Actions).
6. Duties would include providing quality oversight and technical direction on procurement documents, construction plans and specifications, and project work plans to ensure conformance with current DEC remedial technology, regulations, standards and policies, as well as professional geology standards.
7. Communicate with and represent the Department to outside groups, local governments, and other agencies. Communicate with the public, consultants, contractors, and the regulated community in a positive and productive manner.
8. Negotiate and/or review and approve proposed orders and agreements pursuant to the State's remedial programs.
9. Communicate effectively with peers, supervisor and DEC management. Keep the Bureau Director informed of the status of high profile cases through verbal and written communications. Prepare and make presentations to the Bureau Director and DEC management as needed.
Additional Duties for position in Bureau of Spill Response and Prevention:
- Coordinate Central Office project support with Regional staff.
- Draft, for management approval, remedial guidance and policy proposals.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent
competitive basis.
For employees of New York State, on or before the date of the examination, candidates must have had three months of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as a Professional Geologist 1 or Engineering Geologist 2, AND have a New York State Professional Geologist's license and current registration at time of appointment. If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.
Additional Comments The starting salary for this position is $115,398.00. This amount is comprised of the base salary of $106,898.00 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $138,165.00. This amount is comprised of the base salary of $131,665.00 with an additional geographic pay differential of $7,000, specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Telecommuting may be available, will be discussed at interview.
