Job Specifics
Duties Description NYSIF’s Labor Relations unit is tasked with managing the agency’s Labor Relations program by liaising with employees, management, and labor unions to resolve a variety of workplace issues at the lowest possible level. The Human Resources Specialist 3 (Labor Relations) will report directly to the Associate Director of Human Resources 2 (Labor Relations) and assist with overseeing NYSIF’s statewide Labor Relations program.
Responsibilities include, but are not limited to:
• Conduct sensitive and involved disciplinary investigations, review findings, and determine appropriate outcomes.
• Draft and/or review Notices of Discipline, facilitate settlements, represent the Department at disciplinary hearings, and assist agency counsel to prepare for full disciplinary arbitrations and administrative hearings.
• Analyze, interpret, and administer various collective bargaining agreements, and Department rules, regulations, and policies to ensure uniform understanding and application.
• Investigate and conduct first and/or second step contract and non-contract grievance review meetings and prepare agency responses.
• Serve as the agency’s management representative on local and statewide Labor-Management committees and foster and maintain positive and productive labor-management relationships.
• Provide expert advice and guidance to Department leadership and managers on all Labor Relations matters to ensure issues are resolved at the lowest possible level.
• Supervise, train, and lead subordinate Labor Relations staff in all areas of contract administration, performance management, grievances, and progressive discipline to ensure accurate and consistent guidance to Department managers and supervisors.
• Consult with the Office of Employee Relations, Department of Civil Service, and agency counsel to provide expert advice and guidance to Department managers.
• Serve on performance evaluations and telecommuting appeals board and issue determinations.
• Other duties and projects assigned.
Minimum Qualifications For competitive appointment:
• List appointment: Reachable on current Civil Service eligible list for this title.
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 52.6 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
• Reinstatement: Candidates who have held Human Resources Specialist 3 (Labor Relations) title, or a transferable title, may be eligible for consideration for reinstatement.

For candidates new to NYS, the starting salary for this position will be the bottom of the range displayed and is not subject to negotiation. For candidates that are current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
