Job Specifics

Duties Description Under the direction of the Director of Waterfront Parks (Park Operation Manager 3), and the Assistant Regional Director (Park
Operations Manager 4), the Park Manager 2 serves as the primary on-site manager responsible for directing, coordinating,
and overseeing all maintenance and operational functions at Orient Beach State Park and Hallock State Park Preserve. This
position ensures the safe, efficient, and high-quality delivery of services while maintaining and protecting the natural, cultural,
and historic resources of both facilities. Duties will include, but are not limited to:

Operational Management and Supervision
• Plan, coordinate, supervise, and evaluate all operational, maintenance, administrative, programmatic, and revenue-generating functions across both facilities
• Establish operational priorities and ensure consistent service delivery standards
• Ensure protection, preservation, and enhancement of natural, cultural, and historic resources
• Implement regional personnel policies, including staff development, performance management, and discipline
• Direct internal audit functions in accordance with agency policies and regional standards
• Communicate effectively with regional leadership regarding operational issues and sensitive matters.

Maintenance and Facilities Oversight
• Oversee all aspects of facility and grounds maintenance, including infrastructure, utilities, and waterfront operations
• Prioritize repairs and ensure completion of maintenance projects
• Monitor water and wastewater systems and ensure regulatory compliance
• Oversee concession operations and facility conditions
• Conduct safety inspections and ensure compliance with workplace safety standards.

Administrative and Fiscal Responsibilities
• Manage budgeting, purchasing, payroll, and revenue operations
• Maintain accountability for revenue collection and financial controls
• Prepare and review required reports, including tree inspections, facility inventories, and equipment inventories
• Ensure proper documentation and compliance with agency policies and procedures.

Staff Supervision and Training
• Supervise, train, and evaluate staff across multiple operational units
• Assign and coordinate work activities to ensure adequate staffing levels
• Develop staff performance standards and provide ongoing training and mentorship
• Foster a professional and collaborative work environment.

Programs, Permits, and Special Events
• Oversee recreational programming, permits, and special events
• Coordinate with regional staff, partners, and external agencies
• Ensure programs align with park objectives and public expectations.

Safety and Emergency Management
• Serve as the primary on-site authority for emergency response and incident management
• Coordinate with law enforcement and emergency services
• Ensure preparedness for severe weather, public safety incidents, and environmental concerns
• Maintain a safe environment for staff and visitors.

Equipment and Vehicle Operations
• Oversee the use, maintenance, and inventory of vehicles and equipment
• Ensure compliance with operational and safety standards
• Maintain accurate records of all equipment and assets.

Minimum Qualifications NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either A. seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience;**
Or B. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.**

*a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
**Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Eligible List Qualifications:
Currently reachable on the Park Manager 2 eligible lists.

Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.

52.6 Transfer Qualifications:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.

Additional Comments:
For the duration of the ***NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments NOTE: As a condition of employment, the individual selected for this position will be required to reside in state housing.

OPERATIONAL NEEDS:
• Must possess and maintain a valid NYS driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Ability to work evenings, nights, weekends, and holidays as required.
• Schedule may change based on operational needs.
• Strong communication, organizational, and leadership skills required.
• Ability to supervise staff, manage operations, prepare reports, and coordinate programs and events. Must be proficient with MS Outlook, Word and Excel. Experience with Statewide Financial System, Asset Management System, Attendance and Revenue programs is preferred but not required.
• This position requires the candidate to be available weekends, holidays, and occasional evenings.

Appointees who work in Suffolk County will receive an additional $4,000 annual downstate adjustment.

The hiring rate listed combines the statutory hiring rate for M/C Grade 21 ($78,333) with the Location Pay ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($96,764) and the Location Pay ($4,000).
