Duties Description
This position is for either the I-81 Viaduct Project Design Project Assistant, reporting directly to the Design Project Coordinator in charge of Design OR the I-81 Viaduct Project Construction Project Assistant (Area Supervisor), reporting directly to the Construction Project Coordinator in charge of Construction.

Design Project Assistant role:
Travel to Syracuse may be required on a regular basis.

This position is responsible for providing expertise and guidance related to highway design. Key duties and responsibilities include:
• Manage, supervise, train and lead assigned design units and staff throughout all stages of the project development process. Ensure compliance with Department policies, procedures, and guidelines. Communicate goals and objectives. Assist with development and review of project designs
• Coordinate with regional and Main Office functional units, groups, and bureaus to ensure the design/analysis and policies are met and adhered to
• Assist the Design Project Coordinator in managing the design needs of the project with an emphasis on scope, schedule, quality, and procedural compliance to produce Design Bid Build and/or Design Build procurement documents
• Manage the preparation of project reports, plans, specifications, and estimates by design staff and consultant staff. Ensure projects are developed according to applicable design quality standards and environmental processes and regulations. Ensure proper coordination with project stakeholders.
• Coordination of utilities during design and construction phases
• Coordinate and communicate with outside agencies, local officials, contractors, consultants, utility owners, the public, and other involved parties, in conformance with Department policy, to advance agency goals
• With the Design Project Coordinator, provide construction technical support for the project. Coordinate with consultant staff, regional staff and Main Office bureaus as necessary to arrive at timely, cost effective, and sound engineering solutions to design problems during construction

Construction Project Assistant role:
Travel to Syracuse will be required on a regular basis.

This position requires knowledge and experience in managing complex projects and understanding of the Department’s construction quality assurance program including specifications and testing requirements. Responsibilities include but are not limited to:

The core duties of this position include:
• Manage multiple construction Design Build and/or Design Bid Build contracts through the construction phase to project completion in conformance with Department policies; to address project quality, schedule and budget
• Provide direction and leadership to subordinate staff in carrying out their duties in accordance with Department policies, procedures, and guidelines
• Manage NYSDOT staff, consultant term inspection contracts, and other resources including ensuring adequate project staffing; consultant funding; overtime use; and travel expenditures
• Supervise construction staff and manage resources to ensure quality of construction; safety of staff, contractors and the traveling public; adherence to specifications, policies, and standards; timely progression and completion of contracts; the integrity of contract administration; and timely estimates, change orders, and final agreements
• Manage contract work completion, scope changes, and costs by review of contract change orders for conformance with contract terms and consistency with documentation requirements.
• Provide timely solutions to major construction problems and take appropriate action to allow solutions by subordinates, or to raise to the appropriate management level.
• Monitor contractor disputes, facilitate appropriate actions to be taken by the EIC, and work to resolve continuing disputes in accordance with the provisions of the contract.
• Participate and/or monitor construction meetings for, but not limited to, progress, change order, utility, design RFI resolution, and stakeholder coordination
• Apprise Project Coordinator of significant problems, issues, or schedule changes which require intervention or have potential to impact the Department or the public
• Serve as a construction resource on technical, contractual, and procedural issues
• Provide relevant construction input regarding scope, schedule, and constructability during project scoping and design phases and for pre-award bid analysis including Case 2 bids, single bidders, or vendor performance
• Proactively coordinate and communicate within the Department and with outside agencies, local officials, contractors, consultants, utilities, the public, and other involved parties, in conformance with Department policy, to advance agency goals
• Prepare executive summaries as needed and weekly progress reports. Be prepared to present project status or needs to executives when necessary.


Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This position will be filled by temporary appointment, without examination, via Section 64.3 of Civil Service Law.
Candidates must have a valid New York State Professional Engineer’s License with current registration and 4-years of civil engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
