Job Specifics

Duties Description Under the general supervision of Auditor 2 Fiscal Systems, Auditor 1 Fiscal Systems conducts thorough reviews and audits. The team's focus will span over a range of critical areas, including wagering platforms, websites, applications, and accounting systems employed by licensees operating commercial casinos, mobile sports wagering, and interactive fantasy sports. Auditor 1 Fiscal Systems will have an influence on the team's development, actively contributing to defining the team's future responsibilities and strategic focus areas.

Specific duties include, but are not limited to:

•Assist in developing Audit scope, objectives, and appropriate audit assessments.

•Assist Auditor 2 Fiscal Systems to develop, draft, and update policies and procedures for the audit and review of licensee’s wagering systems and application platforms.

•Monitor and maintain a record of all proposed, active and closed audits involving their team.

•Provide technical assistance to support the Division's regulatory processes.

•Assist in the review of licensee's internal controls and procedures.

•Evaluate the operational risks and vulnerabilities of licensee's operating systems

•Research compliance issues and answer technical questions.

•Perform other regulatory audit functions as required.

Minimum Qualifications Permanent Qualification: Candidates must currently be permanent Auditor 1 Fiscal Systems

OR

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law.

OR

Open to the Public: Minimum Qualifications:

Auditor Trainee 1 Fiscal Systems (SG-14): A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science.

Auditor Trainee 2 Fiscal Systems (SG-16): A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science and one year* of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices.
* A master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses; and 6 semester credit hours in data processing/information technology/computer science can be substituted for one year of experience.

Auditor 1 Fiscal Systems (SG-18): A bachelor's degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses and 6 semester credit hours in data processing/information technology/computer science and two years* of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices.
* A master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses; and 6 semester credit hours in data processing/information technology/computer science and one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; or possession of a valid Certified Information Systems Auditor designation by the Information Systems Audit and Control Association (ISACA).

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.

Additional Comments Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.

Pre-Employment Restrictions:

The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
