Job Specifics

Duties Description Under the general direction of the Regional Director or Assistant Regional Director, the Administrative Specialist 2, SG-23 serves as a key administrative and operational leader within the regional office. This position provides daily oversight of administrative support functions, leads fiscal and human resources activities, and ensures compliance with all applicable State policies, procedures, and regulations. The Administrative Specialist 2 exercises independent judgment and exercises supervisory authority over subordinate staff. Duties include, but may not be limited to:

Supervisory and Staff Management
• Provide daily oversight of administrative support staff and operations within the regional office.
• Conduct regular performance evaluations for subordinate employees.
• Assign, direct, and review work performed by staff to ensure accuracy, completeness, and adherence to agency standards.
• Mentor and develop staff through on-the-job training, guidance, and professional development opportunities.

Recruitment, Hiring, and Human Resources
• Manage and coordinate all aspects of regional recruitment and hiring processes, including developing vacancy announcements, coordinating interviews, and onboarding new employees.
• Administer HR-related processes including separations, transfers, leave management, and personnel file maintenance.
• Ensure timely and accurate processing of personnel transactions in applicable HR systems.
• Facilitate onboarding and offboarding procedures, including coordination with IT, payroll, and facilities.

Fiscal Management and Budget Oversight
• Maintain and monitor the regional operating budget, including tracking expenditures, projecting costs, and ensuring fiscal compliance.
• Oversee regional revenue tracking and accounts receivable functions; ensure accurate and timely data entry in the Statewide Financial System (SFS), Budget Expenditure Tracking System (BETS), and related platforms.
• Reconcile purchasing card (P-card) transactions and ensure compliance with OSC and agency procurement policies.

Administrative and Compliance Functions
• Ensure regional office operations comply with applicable State laws, regulations, and internal agency policies.
• Oversee records management and retention in accordance with NYS Records Management requirements.
• Draft correspondence, reports, procedures, and administrative guidance documents.
• Respond to inquiries from internal and external stakeholders on administrative, fiscal, and HR matters.
• Perform other duties as assigned.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as an Administrative Specialist 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Administrative Specialist 2 exam, if said exam was held within the last four years.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• Must possess effective and professional communication skills.
• Must possess good computer skills and be proficient in Microsoft Word, Excel, Outlook, SFS, and BETS.
