Duties Description POSITION DESCRIPTION:
The DDPS1 POCA Specialist will report to the Director of Quality Improvement and provide training and technical assistance to staff and administrators on completing service delivery documentation and maintaining regulatory compliance. This position is vital to essential operations support related to Standards of Practice and Plans of Corrective Action.
This position will also serve as the HCBS Liaison providing technical assistance to teams on the HCBS waiver requirements and assisting with training to the agency as needed. The position will complete routine site visits to ensure settings meet regulatory requirements. This position will also serve as a back-up to the Medicaid Compliance Liaison and will assist with real-time reviews of Medicaid documentation and a resource for training & technical assistance to the teams.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Completes routine, in-person site reviews for survey readiness. Completes a thorough assessment and evaluation. Completes a comprehensive report with documentation support.
• Maintains expert, up-to-date knowledge of standards, laws, rules, and regulations and provides consultation to various teams to apply those at the program.
• Educates and provides support to all staff and residential leadership on service documentation standards and effective implementation of standards.
• Interfaces professionally with all staff and oversight agencies for all audits and reviews, including but not limited to NYS Division of Homeland Security and Emergency Services, OPWDD Office of Fire Prevention and Control (OFPC), OPWDD Central Office Division of Quality Improvement (DQI), and NYS Department of Health Centers for Medicare & Medicaid Services.
• Reviews, interprets, and responds to Statements of Deficiencies (SOD) by each oversight agency based upon all applicable regulations, including but not limited to 14NYCRR 633, 14NYCRR 635, and 42CFR 483.
• Communicates with multiple interdisciplinary treatment teams to collaboratively develop and implement Plans of Corrective Action (POCA) with both immediate and systemic solutions in response to all audits, including but not limited to DQI and OFPC.
• Ensures DQI & OFPC POCAs are tracked and submitted in a timely manner.
• Maintains the Hudson Valley DDSOO POCA SharePoint with Exit Conferences, SODs, POCAs, and supporting documents timely.
• Tracks all citations and immediately add and updates all audits and visits to the central spreadsheet.
• Identifies frequent or recurrent citations throughout multiple locations and proposes systemic solutions. Maintains POCA trends spreadsheet.
• Supports the Article 16 Clinic program (and satellite sites): review, interpret, and respond to matters related but not limited to regulation 14NYCRR 679 and Administrative Directive Memorandums (ADMs).
• Provides supervisory oversight of the Health Facility Management Assistant
• Serves as Chair for the Standards of Practice Committee, supporting efforts to standardize practices across both districts (Hudson Valley and Taconic). Facilitates weekly work groups for guidance document development. Ensures that all regional Standards of Practice for all state-operated departments and programs are reviewed at least every three years (or annually, when required).
• Presents written and oral communication in a professional manner consistently.
• Maintains a good time and attendance record, notifies supervisor of any absences, and covers for other staff as agreed upon during requests for time off.
• Ensures that meetings are held, and all information needed to complete tasks is provided to designated back-up staff prior to all scheduled time off.
• Completes all required trainings.
• Performs additional tasks as assigned by supervisor.

Minimum Qualifications Competitive:
You must be a qualified employee of the New York State Office for People With Developmental Disabilities with one year of permanent service in a position at a Grade 16 or above and reachable on the Civil Service eligible list.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Provisional:
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment.
To qualify, candidates must have one year of permanent competitive service or 55-b/55-c service in a position at a Grade 16 or above.
In order to be considered for provisional appointment, you mut take the recently announced DDPS1 exam (attached Is hyperlink).

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 21 ($78,126) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($99,056).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
