Job Specifics
Duties Description Under the general direction of the Director of Internal Audit, the incumbent will be responsible for planning and supervising the audit process for assigned internal audits. Responsibilities will include, but not be limited to, the following:
•Acts as auditor-in-charge when conducting audits and examinations.
•Establishes the scope of audit by analyzing and determining areas for audit, and timeframe to be examined.
•Plans and determines audit activities, including specific audit tasks, and audit schedule.
•Conducts and/or participates in entrance conferences with representatives of the unit being audited to explain the audit process, audit goals and methodology, and closing conferences to discuss results of the audit.
•Reviews and approves all workpapers completed by audit staff, and monitors Audit Program to assure all workpapers are documented accurately within audit file.
•Work with audit staff to prepare draft and final audit reports.
•Reviews, reconciliations, and evaluations of accounts, claims, records, and procedures, sometimes prior to authorizing payment, to ensure that transactions are processed and properly accounted for and effective controls are in place.
•Schedules and plans audit activities of assigned staff.
•Provides instruction and training to Auditor 1’s and trainees.
•Checks samples of completed work for conformance with established laws, rules and policies.
•Performs the full range of supervisory and administrative activities, such as, preparing performance evaluations and approving travel plans.
•Performs other duties as assigned by the Director of Internal Audit.
Minimum Qualifications Eligible List Appointment: Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Transfer Qualification: Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 of the Civil Service Law.
Additional Comments Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties

The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
