Job Specifics
Duties Description A Highway Maintenance Supervisor 2 plans, organizes, coordinates and supervises the activities of Highway Maintenance Supervisor 1 positions which perform and supervise repair, rehabilitation and reconstruction projects on State highway in a Department of Transportation residency. Highway maintenance activities performed by work crews under the direction of a Highway Maintenance Supervisor 2 are:
• Maintains pavement by armor coating; repairing potholes and frost heaves; leveling, recrowning or banking highways;
• Maintains shoulders of highways by grading existing shoulders; rolling; patching and repairing potholes; and spray patching pavement;
• Maintains roadsides by the removal of dead animals, debris and encroachments; manual and mechanical mowing; slope maintenance; manual and mechanical brush control; repair, replacement, and painting of fences; and the maintenance and repair of retaining walls and cribbing;
• Maintains repairs, replaces and cleans culverts, ditch crossings, underdrains and storm sewers;
• Controls snow and ice on highways by plowing, installing and removing snow fences and snow markers. Removal of snow and ice, applying chemicals and/or abrasives to melt snow and increase traction;
• Make road improvements such as pavement resurfacing and widening existing pavement, new ditch construction, construct retaining walls, installing new guide posts and rails, medians, barriers and fences;
• Cleans up after accidents by removing glass, debris, spilled materials and disabled and/or damaged vehicles from the pavement or shoulder areas to provide safe travel conditions for highway users.
Incumbents supervise Highway Maintenance Supervisor 1 positions in highway maintenance projects. Inspects highways, guardrails, culverts and related structures to determine maintenance needs and recommends maintenance projects based on findings.
Highway Maintenance Supervisor 2 while primarily supervisory positions, uses and operates any of the tools and equipment used by highway maintenance crews as the need arises. Highway Maintenance Supervisor 2 must have a working knowledge of:
• Methods, equipment and materials used for the reconstruction, repair and maintenance of highways, drainage structures and related facilities;
• Supervisory methods and practices;
• Highway maintenance operational guidelines as they relate to highway repair and maintenance operations;
• Highway maintenance safety manual as it relates to highway repair and maintenance operations;
• Characteristics and uses of the materials used in highway maintenance and construction work.
Highway Maintenance Supervisor 2 must have the ability to:
• Supervise and instruct highway maintenance crews;
• Use and operate tools and equipment required in highway maintenance work;
• Understand and carry out oral and written instructions;
• Plan, organize and schedule highway maintenance projects.
This is only a partial list of the duties and responsibilities of the Highway Maintenance Supervisor 2 position.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.
The minimum requirements for taking the examination are:
Promotional Exam:
You must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive, non-competitive, 55-b/55-c, or labor class service as follows:
Highway Maintenance Supervisor 1, Tree Pruner Supervisor, Supervising Equipment Operator Instructor, Bridge Repair Supervisor 1, or Equipment Operator Instructor.
Important: Experience as a Highway Maintenance Worker Trainee 1 or Highway Maintenance Worker Trainee 2 is NOT qualifying for this examination.
Only the title or titles listed are qualifying.
Candidates must possess a valid New York State Class A or Class B Commercial Driver’s License with no air brake restriction, at the time of appointment and continuously thereafter.
Appointees will be required to satisfactorily complete a “one-person plowing” certification program which the Department of Transportation will offer during the probationary period.
Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.
Additional Comments *The starting salary for this position is $68,787. This amount is comprised of the base salary of $59,787 with an additional geographic pay differential of $9,000 specific to this title and location.
The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
