Job Specifics

Duties Description The Supervising Budgeting Analyst is responsible for managing a team of budgeting analysts that is responsible for reviewing, analyzing, and making recommendations on funding; monitoring/analyzing expenditures of approved capital funds for effective and efficient utilization; and participating in studies of budgetary issues and agency programs and operations. The Supervising Budgeting analyst will be responsible for supervising staff consisting of both Associate and Senior Budgeting Analysts.
The position performs responsibilities in accordance with all current and amended, OGS policies and procedures, and state statutes.

Specifically, duties may include, but are not limited to, the following:
• Review state financial documentation pertaining to the utilization of agency capital funds as they relate to capital project and capital funded operational spending.
• Monitor and maintain accurate financial record keeping, spending plans, and cost allocation controls and budgets pursuant to levels established in the enacted State Budget for all capital projects.
• Ensure that developed reports from SFS are reviewed for accuracy and reasonableness prepared by subordinates and reports them to higher level management.
• Monitor and analyze, by working with programs, the annual projections for the OGS capital plan.
• Supervise the in-depth studies and research of issues with programs or operations and reviews reporting to make recommendations to both the OGS Executive team as well as the Division of the Budget (DOB).
• Participate in frequent verbal, written and face-to-face communication with program staff, agency staff and staff of other State and local agencies to collect information to formulate plans and recommendations.
• Evaluate budgetary actions and decisions in a given fiscal year to determine possible adverse impact on future annual budget requests.
• Manage and supervise the development of the agency's annual State Budget Request (SBR) for submission to the DOB for Capital Funds.
• Review all B-1184 submittals requesting authorization to utilize capital funding prior to submittal to agency head.
• Participate in facility and worksite visits and audits, which could require travel.
• Performs other duties as assigned.

• Experience working with SFS.
• Efficiency in Microsoft Excel and PowerPoint.
• Experience in design or construction administration related work environment or project management position with the ability to discuss construction projects. programs and procedures with

Note:
• Telecommuting may be offered after six months of successful transition into the position.
• Travel may be required (approximately 5%).



Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
