Duties Description The Division of Program Development & Management (DPDM) Bureau of Medicaid Long Term Care Policy (BMLTCP) is responsible for implementing, and oversight of several state and federal Medicaid long term care initiatives including the New York Independent Assessor program, fiscal intermediary contracting for the consumer directed personal assistance program (CDPAP), personal care services (PCS), electronic visit verification (EVV), personal care services (PCS)/CDPAP regulatory and policy changes, and oversight/review of the PCS/CDPAS/personal emergency response services (PERS) programs at all Local Departments of Social Services. This MRA2 will be responsible for compliance related to the Independent Assessor Program, local district operations, EVV compliance program and fiscal intermediary contracting programs. The MRA2 will provide support to the Bureau Director, Deputy Director, Project Coordinator and Senior Policy Writer through research and program analysis, developing and recommending policies and procedures to adequately ensure Bureau programs run appropriately. The MRA2 will directly supervise staff performing and reviewing program compliance. The individual will serve as a liaison between the bureau and other DPDM bureaus, other OHIP divisions including DOS, DFRS and DHPCO, other DOH areas, and other agencies such as OMIG, OTDA, OMH and OPWDD to tie together the functionalities and expertise needed to successfully implement Bureau programs.
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23.
Permanent Transfer Candidates: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent service or 55-b/55-c service as a Medicaid Redesign Analyst 1.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Redesign Analyst 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
NY HELPS Non-Competitive Candidates:
Seven years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Experience working in Medicaid and the Long Term Community Care population. Experience analyzing local district case files, evaluting compliance and recommending corrective action. Two years experience working with or in a local district preferred. Applicant should have experience reviewing and writing policy documents using acquired knowledge of local district operations, long term care programs, research and data analysis to inform policy and/or regulations at the state or federal level. Strong written and communication skills including handling phone and email inquiries and complaints from the public.
Additional Comments This position may require day or overnight travel to local departments of social services statewide for the purposes of program review and monitoring.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
