Job Specifics

Duties Description The MEE 4 will work within the Bureau of Community Enrollment and Eligibility Processing/Family Planning Unit. The MEE 4 administers and directs multiple public health insurance eligibility enrollment functions including direct supervision of Medicaid Eligibility Examiners; ensures adherence to laws, rules, and regulations, efficient program implementation, and consistent and correct application of eligibility guidelines; makes recommendations on administering public health insurance programs; reviews difficult or problematic applications or renewals; communicates program changes to subordinates and ensures changes are incorporated accurately.

Duties will include, but not be limited to the following:

Assure compliance with State and Federal regulations related to eligibility.
Assist in the review, development, analysis and interpretation of legislation, rules and regulations, and policy statements relating to Medicaid and other public health insurance programs.
Assist with the transition of program operations from the local social service districts to NY State of Health.
Assist with managing the volume of applications and the manual work associated with eligibility determinations.
Supervise subordinate staff
Draft unit work procedures that provide detailed guidance for staff to follow

Minimum Qualifications Permanent Transfer: Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Eligibility Examiner 4, SG-21.

Preferred Qualifications: Preferred candidates will have experience in public health insurance programs, including New York's Medicaid and/or Medicare. Preferred candidates will also have excellent oral and written communication skills; strong analytical skills and attention to detail; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.
