Job Specifics
Duties Description Under the direction of the Assistant Director Financial Administration 3, M-3, the Business Systems Analyst 3, SG-25, The incumbent will play an essential role in the ITS rate-setting process, which includes cost allocation for a billion-dollar+ shared services environment across more than 75 New York State agencies and other government entities.
Specific duties will include, but are not limited to the following:
• Prepare the annual Statewide Cost Allocation Plan (SWCAP) submission. The SWCAP includes appropriately allocating the costs for a billion-dollar+ budget, covering dozens of shared services.
• Review federal cost allocation rules and regulations, ensuring ITS compliance.
• Assist with federal partner communication as needed internally and when supporting client agencies.
• Assist with development of both reconciliation and forecast rate models and is knowledgeable of all products and services provided to client agencies.
• Manage and review extensive cost input data reports such as Non-Personal Service (NPS), Time Distribution System (TDS), all allocation statistics, and depreciation items for all ITS products and services.
• Regularly review processes and data reports, documents inefficiencies, and develop and implement plans for improvement.
• Review and publish annual Rate Card to be used when billing agencies for ITS products and services.
• Performs all supervisory responsibilities including delegating assignments to staff and managing time and attendance.
• Integrate the rate process with the new product management office.
• Assist the LOI team to better integrate the rate/cost recovery model into agency funding agreements.
• Perform the full range of supervisory responsibilities, as applicable.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 3, G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
