Job Specifics

Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs. The Health Program Administrator (HPA) will oversee the bureau’s reporting activities to support the administration of CACFP. Activities include analyzing data, maintaining quality assurance of data and generating reports to enhance program effectiveness and compliance. The HPA will maintain standard operating procedures for report creation and development and provide technical assistance to contractors, sponsoring organizations and program staff. In addition, the HPA will oversee the bureau’s eFile management system, review scanned program documents and titles for accuracy, administer system user access, document security and archiving.

Minimum Qualifications NY HELPS:

Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Grade 18: Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Substitutions for all levels: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience...

Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to a Health Program Administrator, Grade 18.

Preferred Qualifications: The preferred candidate would have strong computer skills, the ability to analyze data, and proficiency in SQL, Excel and Access databases. The candidate would also have the ability to prioritize multiple assignments and have excellent organizational skills.

Additional Comments Permanent, competitive or non-competitive, full-time appointment. Transfer candidates may be asked for the last four digits of their social security number to verify eligibility.

Position may be filled at a trainee level (equated to Grades 14 or 16), or Grade 18, depending upon the qualifications of the candidate.
