Job Specifics

Duties Description Specific duties and responsibilities may include:

Provide supervision, guidance, and oversight to subordinate staff; intervene and resolve problems as necessary. Manage oversight of staff assignments related to change requests and track staff assignments related to Eligibility, Enrollment and Notices requirements gathering.
Determine and oversee staff assignments and reassignments; evaluate performance; monitor time and attendance; and approve leaves and the use of overtime.
Lead or participate in tasks involving requirements gathering, validation of requirements with policy staff, and analysis and provision of business requirements for the existing and new eligibility system to system integrators and/or other DOH staff.
Review business requirements documentation and validate business requirements with policy, systems staff and vendors as needed.
Provide clarification of federal eligibility regulations and State requirements to other Department of Health units, other State agencies, local departments of social services, and other internal and external stakeholders.
Interpret guidelines and instructions related to eligibility, enrollment and notice issues from a business requirements perspective; perform analysis for bureau and division-level staff; and make recommendations for improvement.
Provide technical assistance to contractors regarding programmatic, fiscal, data and reporting requirements.
Assist in the development of Bureau policy; recommend modifications as needed to procedures and reporting systems for implementing programs and programmatic changes.

Minimum Qualifications Reassignment:
Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G-25.

Transfer:
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G-25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; experience using electronic data systems, such as eMedNY and NYSOH Back Office; and supervisory experience.
