Job Specifics

Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Manager Information Technology Services 2, SG-29 within the Enterprise Network Services bureau and Projects and Operations section of Chief Technology Office, the Manager Information Technology Services 1 (Data Communications), SG-27 will be responsible for supporting all wide area network (WAN) connectivity for any state agencies supported by ITS, the data centers and critical applications housed within those data centers, and over 2800 remote sites.

Specific duties include, but are not limited to, the following:
• Manage the General WAN Support Unit.
o Communications and coordination for all changes in the unit which could affect all sites, data centers and critical services hosted by ITS.
o Draft, review, manage, & maintain all procurements, support agreements, etc. with various vendors, and business partners in support of the equipment and infrastructure that comprises the State network.
o Act as technical change manager for all WAN changes.
o Perform the full range of supervisory responsibilities.

• Manage the Provisioning Unit
o Coordinates the ordering, management, configuration, and activation of approximately 4600 circuits which provide connectivity to State services.
o Perform the full range of supervisory responsibilities.

• Manage the Design & Tier 3/4 Support Unit
o Responsible for all design and daily operational support for the ITS Wide Area Network
o Oversee the development of all new service offerings for ITS WAN
o Work with all of the major telecom providers that have network and fiber footprints within the boundaries of NYS.
o Responsible for all maintenance and support of the Wide Area Network, including infrastructure improvements and code upgrades.
o Oversee staff in the day to day operations of the ITS WAN.
o Manage the provisioning and support of the Ciena DWDM rings and equipment for WAN, DCN, NYX, IBM and Unisys Mainframes, and SAN teams.
o Manage the provisioning and support of all internet services that ITS provides to clients.
o Manage the connectivity to other government entities including OSC, Unified Courts, OTI and NYPD.
o Oversee all support of ITS WAN circuits and infrastructure, including responding to critical SEV1 incidents.
o Develop and oversee the On-Call Rotation for WAN to provide 24x7x365 support.
o Perform the full range of supervisory responsibilities.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4; Information Technology Specialist 4 (Operations); Information Technology Specialist 4 (Systems Programming); Information Technology Specialist 4 (Data Communications); Information Technology Specialist 4 (Database); OR in a position at the SG25 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
