Job Specifics
Duties Description Our ideal candidate will bring a growth mindset and firm belief in continuous improvement, combined with demonstrated leadership in Personnel matters. They will focus on implementing and enforcing policies and technology solutions that lift, assist, educate, and enable our workforce. Their focus will be on ensuring growth and development within the Personnel office to ensure our staff provide the best customer service possible to our employees while also creating a culture of learning within the office.
Demonstrated success in building and maintaining relationships with both external and internal stakeholders. Exceptional communication skills, including strong writing skills that reflect attention to detail and a high degree of responsiveness. Candidate must be creative, adaptable, resourceful and able to explain the many complex Personnel terminology in an easy to digest format for the general public.
Under the direction of the Director Human Resources 5, the Associate Director Human Resources 3 will:
• Manage all aspects of the Personnel office which includes Recruitment, Classification, Exam Planning, Onboarding, Offboarding, Leaves, Employee Health Services and Job Fairs
• Formulate, recommend, and maintain Personnel policy
• Support Executive Management reporting needs
• Work closely with Division leadership on organizational planning
• Complete regular reporting and metrics along with facilitating any new reporting requests that are needed
• Assist in transforming the work of Personnel and utilizing new technology to achieve agency-wide goals, streamlining procedures and agency wide reporting needs
• Focus on exceptional customer service of the Personnel office
• Respond to Counsel, Employee Relations Office (ERO), and Office of Employee Relations (OER) requests for information on active cases and/or FOILS
• Work closely with other State Agencies, Business Services Center (BSC), Civil Service and Governors Appointments Office
• Coordinate succession planning reports as needed
• Oversee all requests to Civil Service Health Services
• Cross train Personnel staff to continue staff development and confirm all internal procedures are kept up to date
• Ensure all Personnel staff are timely with completing performance evaluations, mandatory training, LATS records and SFS requests
• Testify at hearings as needed
• Work on special projects as needed
Minimum Qualifications 52.7 Non-Competitive Promotion (NCP) Qualifications (DOL Employees only):
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Associate Director Human Resources 1, M-1, or Associate Director Human Resources 2, M-2. If 3 or fewer qualified Department of Labor Associate Director Human Resources 1, M-1, or Associate Director Human Resources 2, M-2 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Associate Director Human Resources 1, M-1, or Associate Director Human Resources 2, M-2 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 27 or M-2, or higher determined to be administrative by Civil Service.

Provisional Qualifications (DOL Employees only):
Department of Labor employee with one year or more of permanent, contingent-permanent or 55 b/c service as an Associate Director Human Resources 1, M-1, or Associate Director Human Resources 2, M-2. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
Additional Comments This position may require a fingerprint background check prior to appointment.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Position will be permanent if a transfer or non-competitive promotion examination is approved; otherwise the appointment will be provisional pending examination.
