Job Specifics
Duties Description The incumbent will work as counsel with the Foreign Malign Influence Unit within the Office of Counter Terrorism.
Duties include but are not limited to the following:
• Render advice and write legal recommendations for Counsel, members of the Executive Team, and management within the Office of Counter Terrorism/Foreign Malign Influence Unit
• Serve as the legal subject matter expert and point of contact for the Office of Counter Terrorism/Foreign Malign Influence Unit
• Develop, review, and approve Unit policies, procedures and regulations
• Draft and review agreements and contracts, and ensure they contain appropriate protections
• Communicate and coordinate with relevant stakeholders to effectively implement Office of Counter Terrorism/Foreign Malign Influence Unit programs and initiatives
• Represent the agency at meetings and events with stakeholders and with professional associations
• Draft legislative proposals and their submission to Executive Chamber and legislative staff on proposed legislation
• Track, review, and prepare memoranda for Deputy Counsel and Program staff related to state and federal legislation and changes in federal laws, rules, regulations, and policies
• Review, analyze and draft analysis of state and federal legislation related to counter terrorism/foreign malign influence matters
• Coordinate with county and local municipal attorneys on all matters related to the program.
• Advise counsel and program on FOIL requests and Ethics inquiries and outside employment requests as necessary.
• Perform other duties and special projects as required.
Note:
• Travel may be required (approximately 15%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License or otherwise demonstrate the capacity to meet the transportation needs of the job.
Minimum Qualifications Candidates must have been admitted to the New York State Bar and must have had four years of experience in the practice of law subsequent to admission to the Bar.
Preferred qualifications:
•A comprehensive understanding of counterterrorism, counterintelligence, homeland security, violence prevention and public safety trends and activities.
Familiarity with data security, data privacy and data sharing laws and regulations;
•Understanding of Constitutional/statutory issues/doctrines in evaluating/analyzing the legal sufficiency of government programs/actions.
•Ability to work in a team/collaborative environment and on a 24/7 basis when required.
•Strong/effective communication skills
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
