Job Specifics

Duties Description The Associate Administrative Analyst is responsible for direct oversight of all analytical support to the Customer Service and Commercial Accounts (CAPS) units within the Department of Revenue Management. When assigned to special projects, the incumbent will be required to independently prepare written materials and reports, provide complete data analysis and presentation of information, and make appropriate recommendations. Duties may include, but not be limited to the following:

· Perform the full scope of managerial duties of assigned unit within the Department of Revenue Management.

· Compile, track, and analyze key performance indicators and provide reports to upper management.

· Assist with analyzing the impact of legislative proposals or new initiatives on NYSTA policies and procedures. Make recommendations for any necessary action.

· Perform the full range of supervisory duties, including providing performance evaluations, probation reports, approving time off requests, and managing staffing schedules to ensure proper coverage.

· Plan and organize projects assigned for analysis and study.

· Handle more complex or multi-jurisdictional issues as they arise within the assigned unit.

· Review subordinate work to ensure accuracy, completeness, soundness of recommendations, and compliance with project objectives.

· Provide technical guidance and direction to staff and suggest corrective measures where needed.

· Provide thorough analysis of E-ZPass violations and make appropriate recommendations to maximize collections and deter violations.

· Provide guidance on elevated issues regarding Disabled Veteran Non-Revenue program, Emergency Services Toll Reimbursement program, Authorized Garages, Contractors, and general non-revenue account management.

· Train employees with assigned unit to ensure adherence of procedures, techniques, and methods, including internal controls. Update staff regularly on changes to applicable laws, rules and regulations affecting program operations.

· Develop and maintain internal procedure manuals. Oversee regularly updates and audits to manuals.

· Conduct organizational studies and/or surveys to develop appropriate recommendations for improvements.

· Identify problems or factors inhibiting the achievement of program goals and set the objectives of the project.

· Develop work plans considering mission driven goals and the strategic plan.

· Collect pertinent data through various means such as interviews, conferences, questionnaires, reports, and on-site observations.

· Work closely with the Department of Information Technology to document the system and business processes, business flows, inputs and outputs for the functional business area to address the problems identified.

· Prepare relevant documents and analyses, such as cost/benefit analysis and systems analysis.

· Write periodic progress and final reports of assigned projects containing findings and recommendations; prepare presentations to NYSTA Directors and/or Chief Revenue Management Officer.

· Prepare or direct the preparation of reports and other material necessary to implement recommendations made by NYSTA Executives, or other involved parties.

· Perform duties in support of performance improvement initiatives such as planning and facilitating process improvement events, analyzing data and performance, preparing and presenting reports to upper management.

· Provide technical assistance to other managers in implementing new or revised administrative processes.

· May supervise or coordinate the efforts of other administrative support employees in compiling specific studies, surveys, projects and documentation.

· Handle escalated customer calls and correspondence.

· Work with E-ZPass contractors and partner agencies to deliver high quality customer service.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section?70.1 or Section 52.6?of the NYS Civil Service Law.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $83,294
Recruitment & Retention Pay: $7,000
