Job Specifics
Duties Description The New York State Canal Corporation, a subsidiary of the New York Power Authority, is responsible for overseeing and maintaining the 524-mile waterway for economic development, tourism industry, and environmental stewardship. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain.
Reporting directly to the NYPA Regional Manager & Senior Vice President - Canals, the Director of Waterways Maintenance has significant overall responsibility for the management and supervision of the entirety of the 524 miles of the New York State canal system, including the 363 miles of the iconic and historic Erie Canal. Divided geographically between East and West, the Canal system consists of a total of eight (8) sections and four (4) floating plants, with each half of the Canal system is led by a Professional Engineer 4 (Civ/Trans) who in turn supervises subordinate Transportation Maintenance Engineers 1 (Waterways) and Canal Section Superintendents. The duties of this position include, but are not limited to, the following:
• Plans and directs the operation and maintenance of the Canal System.
• Directly supervises the Regional Canal Engineers (PE 4’s (C/T) and Division HQ staff.
• Oversees the development and issuance of Canal policies, procedures, guidelines and standards for Canal operations and maintenance.
• Ensures consistency in the implementation of Canal and NYPA initiatives, shared services, directives, policies, procedures and standards, as well as other regulatory requirements.
• Maintains adherence to Canal and NYPA requirements and standards and program goals.
• Develops maintenance and capital plans in conjunction with Engineering Division Staff and in accord with the Canals Asset Management and Maintenance Plans.
• Ensures inspection activities are properly carried out by Waterways Division staff.
• Maintains overall responsibility for Canal customer, vessel, and employee safety.
• Develops and maintains relations with local public and community leaders and entities to secure their support and involvement in the furtherance of Canals mission and goals.
• Participates in Emergency planning and response.
• Represents and assists the Regional Manager & Senior Vice President as needed.
Minimum Qualifications Competitive Jurisdictional Class
Candidates must possess one year of permanent competitive or 55b/c service in an engineering position allocated at G-31/M-4 OR two years of permanent competitive or 55b/c service in an engineering position allocated at G-29/M-3.
Transfer:
Candidates must have one year of permanent competitive or 55b/c service in a title/position within two salary grades and be eligible for transfer under the provisions of Section 52.6 of the Civil Service Law.
Permanent Non-Competitive Promotion Appointment (NCP)
If there are three or fewer qualified candidates interested in this position, a permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law, for a qualified Canal Corporation employee who meets the minimum qualifications for the position.
Provisional
A provisional appointment may be made in accordance with Civil Service Law. Candidates must possess licensure and current registration with the New York State Education Department’s Office of the Professions as a Licensed Professional Engineer AND have a minimum of one year of permanent competitive or 55b/c service in an engineering position allocated to G-24 or higher.
***Please note that candidates must possess licensure and current registration with the NYS Education Department as a licensed professional engineer at the time of appointment and maintain licensure and current registration for the duration of their appointment. Candidates and employees who do not successfully maintain licensure and current registration as a licensed professional engineer may not be retained.***
