Job Specifics
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 3, G-25, to work within the Bureau of Inspection and Certification. The Bureau of Inspection and Certification (BIC) is responsible for activities related to issuance of Operating Certificates (licenses) pursuant to the Mental Hygiene Law. BIC’s mission is to ensure that all mental health providers certified by OMH meet generally recognized standards for the operation of such programs as well as standards established by the Codes, Rules and Regulations of the State of New York.
As the supervisor of the Licensing Unit, the Mental Health Program Specialist 3 is responsible for managing the recertification or license renewal process with staff assigned to review of Monitoring Outcome Reports generated by Field Offices, assure reports are issued timely and accurately, as well as identify and communicate policy or licensing process issues which may have statewide impact to leadership as appropriate. Additionally, the incumbent will plan, develop, and implement training and technical guidance to Field Office and Central Office staff relevant to the licensing process.
Duties to be performed will include, but not be limited to, the following:
• Manage, supervise, and direct a multidisciplinary team to perform activities related to certification and licensing reviews for implementation and oversight of the regulations and licensing of New York’s public mental health system.
• Identify licensing policy issues and trends resulting from Field Office licensing activities and advise the Director and Deputy Director regarding these issues;
• Manage 501 waiver review and approval process for licensed providers;
• Manage licensing database and data analysis including CONCERTS system, available services and capacity reports and analyses, and various management reports to help assess need;
• Oversee continuing development and maintenance of OMH’s Licensing Website;
• Supervise and participate in development of various licensing inspection protocols, such as licensing processes, tools, and Standards of Care for Article 31 OMH licensed inpatient, outpatient, residential and crisis programs including but not limited to, MHOTRS, CMHRS, Community Residences, CREDIT, crisis residences, CPEPs, and ACT programs and Telehealth; and in collaboration with OASAS, OMH/OASAS licensed Article 36 crisis stabilization centers and certified community behavioral health clinics;
• Supervise and participate in the development and revision of various regulations;
• Work in collaboration with Field Offices and OMH counsel to assist in the implementation of sanctions for licensed programs, when appropriate;
• Plan, develop, and implement training and technical guidance to Field Office and Central Office staff relevant to licensing process
• Work collaboratively with OASAS and DOH on expanding and licensing integrated services
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
