Job Specifics
Duties Description The incumbent will be responsible for oversight, management of operations, and policy formulation and implementation for the following programs within the Center for Strategic Health Initiatives (CSHI):
- Gestational Surrogacy
- New York Patient Occurrence Reporting & Tracking System (NYPORTS)
- Delivery System Reform Analysis & Monitoring.
Duties relating to NYPORTS include program policy formulation and implementation; ensuring NYPORTS program staff adhere to statutory and regulatory requirements for the adverse event reporting system, including the review of Root Cause Analysis (RCA) submissions and the creation of educational materials and data reports for publication and targeted outreach to health care facilities; overseeing NYPORTS program reform initiatives to update regulations to reflect current medical best practices, standards of care, and the review of priority adverse events for the purpose of improving patient safety at health care facilities; coordinating the modernization of the NYPORTS reporting application and database which includes but is not limited to: engaging in regular communication with the State Office of Information Technology Services (ITS) on database improvements or changes needed to streamline information reporting and improve efficient clinical review and triage of events; and collaborating with the Data Management Analysis and Research to conduct and prepare annual public data reports, and to create informational materials to facilities.
The incumbent will oversee announcement and review of Statewide Health Care Transformation Grants and coordinate announcement and review of any related Statewide grants with other DOH Offices, including finalizing Requests for Awards and MOUs and advising the Center Director and other Executive leadership of critical action items.
They will also develop and implement policy for the Gestational Surrogacy Program; ensure staff adhere to statutory and regulatory requirements for licensure of gestational surrogacy organizations, including working with the Division of Legal Affairs when necessary to identify actions necessary to bring an unlicensed entity into legal compliance, and suggest continual improvements to the Gestational Surrogacy Bureau, including assisting the Bureau Director with proposed statutory and regulatory amendments and creating and reviewing information for public information, such as but not limited to fact sheets and information pamphlets; assist with promulgation and implementation of regulations to support the Material Transactions law under Public Health Law Article 45-A. Review analyses conducted by the Delivery System Reform Analysis & Monitoring Bureau’s data analytics staff to suggest revisions and improvements to reports and communicate report findings to Center leadership and Office of Primary Care and Health Systems Management executive staff; and coordinate with the Director of the Division of Data Management, Analysis, and Research (DMAR) on research analysis needs impacting healthcare delivery, including but not limited to the effect of private equity acquisition of health care practices and efficacy and impact of capital grant programs.
Preferred qualifications and experience:
• MPH or Masters in Health Administration
• Experience overseeing health care programs focused on patient safety, hospital reporting, and/or licensure
• Experience managing capital grant programs
Minimum Qualifications Permanent Transfer Candidates: One year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 27 and eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
