Job Specifics

Duties Description The HRS 1 will administer DOH’s reasonable accommodation program and follow technical requirements in accordance with Federal and State EEOC/ADA guidelines, assess supporting documentation provided for appropriateness in support of the reasonable accommodation request, engage in the interactive process with employees and program managers/supervisors in support of the reasonable accommodation process, advise employees and programs on purchasing of appropriate equipment for reasonable accommodation requests; represent DOH at various job fairs and community events in support of attracting a diverse talent pool to meet DOH’s critical staffing needs; assist with the administration and recruitment of Student Assistants; collect and organize data associated with recruitment and retention; provide relevant training to supervisors, managers, and directors.

Minimum Qualifications NY HELPS Non-competitive Minimum Qualifications:
• Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

• Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

• Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Demonstrated experience handling confidential information; demonstrated experience speaking to large groups of people; demonstrated experience coordinating and representing employers at in-person and virtual events; demonstrated ability to successfully balance multiple priorities and meeting deadlines.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
