Job Specifics
Duties Description The Bureau of Early Intervention is responsible for the New York State Early Intervention Program (NYSEIP), an entitlement program which provides services to approximately 70,000 infants and toddlers with disabilities and their families. Expenditures for this program exceed $650 million annually. Under the direction of the Data and Program Evaluation unit manager, the Research Scientist 2 (RS2) will provide support to the Bureau of Early Intervention with data management and program analysis to contribute to research in early childhood and to assure compliance with federal and state reporting requirements. The RS2 will be responsible for contributing to the performance report regulated by the Office of Special Education Programs and reports posted on the DOH website. The RS2 will provide assistance in data migration integrity between early intervention information systems, the development and implementation of business requirements to the data system, and validation of data reporting from the information system. The RS2 will conduct cost analyses of claims and liabilities and will support quality improvement initiatives as well as assist lower-level research scientists to manage and analyze data and prepare formal reports and presentations. Specific duties include basic and advanced statistical analysis, study design, sample and power calculations, outcome interpretation, and writing of reports and publications.
Minimum Qualifications Bachelor's degree in biology, biomedical science, environmental health, environmental science, epidemiology, infection control, public health, statistics/biostatistics, or a related degree* AND three years of professional research experience in an appropriate field. SUBSTITUTIONS: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of
experience.
*Related degrees may include Economics, Education, Mathematics, Medical Anthropology, Medical Geography, Nursing, Nutrition, Pharmacology, Psychology, Sociology, or other relevant Social Science, or Natural Science.
Preferred Qualifications: Work experience involving the linkage of unrelated administrative datasets to design and conduct epidemiologic research studies. Experience in the management and analysis of primary and secondary data, application of principles and statistical analysis of health service delivery and utilization models as well as public health surveillance. Experience demonstrating the ability to link public health program knowledge to epidemiologic methods, cost benefit analyses, and interpretation for results. Excellent organizational skills, strong interpersonal skills and competencies in teamwork and collaborative research with analytical, critical thinking, and scientific writing skills. Experience presenting surveillance and research results to technical and non-technical audiences. High level of proficiency in SAS programming (especially joining and analyzing large tables), SQL programming, Access, Excel, PowerPoint and Microsoft Word. Experience with Tableau and Geographic Information System (GIS) software.
