Job Specifics

Duties Description Based out of the Department’s Region 2 office in Long Island City, the incumbent will be responsible for overseeing the management of complex (multi-jurisdictional, highly visible or controversial) environmental permit reviews. Specific duties will include serving as project manager for designated projects of statewide significance and complex multi-jurisdictional economic development projects, affordable housing projects, large-scale resiliency projects and critical transportation and infrastructure projects; supervising, training, and assisting staff responsible for environmental permit reviews for all Uniform Procedures Act permit application types; assisting in the preparation of environmental impact statements and determinations under the State Environmental Quality Review Act (SEQR); managing workload and coordinating the training of staff in the performance of their assigned duties; coordinating and interfacing with local, state and federal agencies on environmental review, permitting procedures and on permit related matters; providing information on regulatory authority to the public and other governmental agencies; organizing, leading and conducting pre-application meetings; coordinating technical reviews across DEC program units, legal staff; reviewing applications for jurisdiction and completeness; coordinating public notice and review; participating in public hearings and meetings, as appropriate; conducting field investigations on priority projects, as needed; ensuring compliance with the statutory requirements of UPA, SEQR, Coastal Management Act, State Historic Preservation Act, Waterfront Revitalization Act, Climate Leadership and Community Preservation Act, and Environmental Justice Siting Law; and maintaining regional database systems used for permit and record management.

Minimum Qualifications For Provisional Appointment:

One year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Environmental Analyst 1.

For Permanent Appointment:

Reassignment - Currently in the title and an employee of DEC.
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 2.

For Non-Competitive Promotion:

If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Environmental Analyst 1.

Some limited after-hours work may be required for these duties.
