Job Specifics
Duties Description Under the direction of an Intermodal Transportation Specialist 3(MCS), the incumbent of this position will serve as a field representative in the area of safety and regulation activities of Public Transportation Safety Board (PTSB) properties. Duties include, but are not limited to:
• Monitor compliance with state, federal, and industry safety standards by conducting and supervising inspections, audits, and other investigations.
• Investigate bus accidents statewide (primarily Regions 8, 10, &11).
• May supervise staff and conduct investigations of passenger carriers.
• Oversee and conduct investigation of accidents to determine probable cause and prepare and provide reports of investigation findings, conclusions, and recommendations to management and the Public Transportation Safety Board.
• Review and approve system safety program plans, collect, and analyze data, and make recommendations on bus company’s procedures to avoid future accidents.
• Assist in teaching training classes to bus companies throughout the State.
• Collects data to identify trends and issues about motor carrier safety.
• Provide program managers with all required and requested reports, information, and assignments in a timely and accurate manner.
• Prepare and provide testimony at hearings as needed.
• Other duties as necessary associated with supporting Office of Modal Safety & Security Program responsibilities.
• Routine duties require extensive travel.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications *Although this position will report to Main Office Albany, the incumbent will be assigned to work from a
location within a designated territory that encompasses the following counties: Erie, Monroe, Onondaga, Jefferson, St, Lawrence, Cortland, Oneida, and Albany
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional:
You must be a qualified employee of the New York State Department of Transportation and have had one year of permanent competitive or 55-b/55-c service as a Motor Carrier Investigator, Motor Vehicle Inspector, or Motor Vehicle Inspector (Spanish Language).
Open Competitive:
Six years of professional work experience in any one or more of the following areas: management and operation of a public authority, municipal, or large privately-owned bus transportation system.
Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
