Duties Description Manhattan Psychiatric Center (MPC),a Joint Commission-accredited Office of Mental Health (OMH) facility, is recruiting a Deputy Director, Psychiatric Center 2 to oversee MPC’s and Kirby Forensic Psychiatric Center’s (KFPC) administrative support services and quality management programs

Duties
The Deputy Director serves as an essential member of the Executive Leadership Team. Under the general direction of the Executive Director, the Deputy Director will be responsible for:
• Providing management oversight and direction of Human Resources, Business Office, Physical Plant/Work Control (Maintenance, Engineering), Environmental Services/ Housekeeping, Safety & Security, and Nutrition/Food Services departments.
• Managing all capital improvement projects, specifically construction of a new inpatient facility, and contract administration.
• Establishing and implementing policies, procedures, and guidelines designed to ensure the effective operation of all necessary administrative and support services. Establishing policies and procedures to ensure efficient and effective service delivery.
• Supervising all departments assigned to the Quality Management Program including program evaluation, risk management, utilization review, health information management, and staff development.
• Ensuring compliance with OMH, The Joint Commission (TJC), the Centers for Medicare & Medicaid Services (CMS), and external regulatory agencies standards, cultural competence, and continuous quality improvement.


Minimum Qualifications Education
Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science or a valid license to practice medicine in New York State or Canada.

AND

Experience
Seven (7) years of administrative, consultative, or supervisory experience in a mental health program, three (3) years of which must have been managerial experience, including one or more of the following:

1. One (1) year of experience in a position comparable to Clinical Chief of Service or Director of Mental Health Rehabilitation;

OR

2. Two (2) years of experience in a position as administrative head of a multidisciplinary treatment team;

OR

3. Two (2) years of professional, supervisory, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Additional Comments About MPC & KFPC:
MPC and KFPC are located on Randall’s Island in Manhattan and provide psychiatric care and treatment to adults from the New York City Metro area. MPC is a comprehensive, community-based mental health facility serving individuals who are 18 years or older from the Manhattan and Greater NYC Region. KFPC provides inpatient treatment and rehabilitation to pretrial defendants who were deemed unfit to stand trial and were court-ordered for restoration of fitness to stand trial, and individuals who have been found not guilty by reason of insanity.
