Job Specifics
Duties Description This incumbent will oversee a team of financial analysts within the Bureau of Hospital and Clinic Rate Setting, of OHIP's Division of Finance and Rate Setting, in rate setting and cost reporting for Diagnostic and Treatment Centers (D&TCs) and Federally Qualified Health Centers (FQHCs)/Rural Health Clinics (RHCs) and distributing various supplemental payments for freestanding clinics.
Specific duties include, but are not limited to:
Supervises the day-to-day operations of the D&TC and FQHC rates, Distributions and Cost Report team and provides recommendations and technical support to bureau management regarding unit activities.
Coordinates with Department staff, providers, consultants, and representatives of state and federal agencies on matters related to D&TC and FQHC rate setting, supplemental payments, and cost reporting.
Conducts first-level supervisory review of rate appeals, supplemental payment budget packages, State Plan Amendments and regulatory packages prepared by staff and forwards recommendations to bureau management for review and approval.
Act as a unit leader, providing guidance to staff regarding requested budgetary analyses and reviewing deliverables for accuracy.
Oversees unit priorities and directs support staff in finance, research, and analysis functions of annual Ambulatory Health Care Facility (AHCF) cost report.
Identifies training needs for staff and arranges for provision of training.
Monitors assigned delivery system projects and initiatives to ensure compliance with agency, State, and federal
requirements and reports progress and issues to bureau management.
Participate in recruitment, interviewing, onboarding, and training activities for staff assigned to the D&TC section and identifies staff development needs.
Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Management Systems Analyst, SG-27.
Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-25 or higher, and eligible to transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications: Strong critical thinking skills, exceptional analytical and computer skills and ability to solve problems independently. Professional work experience should include knowledge of Medicaid statute, regulations and rate setting for Diagnostic and Treatment Centers (D&TCs) and Federally Qualified Health Centers (FQHCs)/Rural Health Clinics (RHCs). This position requires experience with both hospital and clinic cost report data. The candidate must also have knowledge of the NYS Medicaid program and have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services. Familiarity with the Medicaid Data Warehouse, Salient Interactive Miner and eMedNY is preferred.
